Description
This is a SOURCES SOUGHT SYNOPSIS. This announcement seeks information from industry, which will be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. Respondents will not be notified of the results of the evaluation. The U.S. Army Corps of Engineers - Galveston has a been tasked to solicit for and award a procurement to provide services necessary to perform maintenance of mooring buoy systems in mooring basins along the Gulf Intracoastal Waterway (GIWW). Maintenance of mooring systems will include mobilization and demobilization of labor and equipment to the ten (10) mooring basins along the Texas coast. Proposed project will be a competitive, firm fixed price Indefinite Quantity Indefinite Delivery (IDIQ) contract. The type of solicitation to be issued will depend upon the responses to this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), and Service-Disabled Veteran-Owned Small Business (SDVOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. A.FULL DESCRIPTION OF THE PROJECT TO INCLUDE 1. Commercial Services to Perform Maintenance on the Mooring Buoy Systems 2. Description of Services: GENERAL: This is a non-personal services contract to provide maintenance of mooring systems in mooring areas along the Gulf Intracoastal Waterway, Texas. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform maintenance of mooring systems in mooring basins as defined in this Description of Work except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract. Scope: Maintenance of mooring systems in mooring areas along the Gulf Intracoastal Waterway (GIWW) will include mobilization and demobilization of labor and equipment to the ten (10) mooring areas along the Texas coast, installation and repair of mooring devices on existing mooring buoys, installation of new mooring buoys to replace existing severely damaged or missing buoys, chain recoveries, varying degrees of field repair to skins of damaged mooring buoys, perform shop repairs to damaged mooring buoys unable to be repaired in field, and retrieval of loose or misplaced mooring buoys. The contractor shall have the capability to set and drive mooring buoy anchors to a depth of 40 feet below existing ground or 40 feet below the channel bottom template, whichever is deeper, and then pull-test the anchor. Mooring buoys currently used in the field are various sizes ranging from 8-12 feet in diameter. The contractor shall accomplish keeping all ten mooring areas functional through maintenance and replacement of existing buoys. Very importantly: the contractor shall have the capability to work concurrently at two or more mooring basins to perform the above described work. Period of Performance: This contract shall provide the described services for a base period of one calendar year with options for two to four additional years. 3. NAICS Code - 237990 4. SB Size Standard - $36.5M 5. FSC Code - 1629 6. Statement - Under FAR 52.219-14, Limitations on Subcontracting, the prime contractor must perform at least 50% of the work.. Prior Government contract work is not required for submitting a response under this sources sought synopsis. Anticipated solicitation issuance date is on or about 3 Aug 2015, and the estimated proposal due date will be on or about 3 Sept 2015. The official Synopsis citing the solicitation number will be issued on Federal Business Opportunities www.fbo.gov and inviting firms to register electronically to receive a copy of the solicitation when it is issued. B.RESPONSE CONTENT: Firm's response to this Synopsis shall be limited to 5 pages and shall include the following information: 1. Firm's name, address, point of contact, phone number, and e-mail address. 2. Firm's interest in bidding on the solicitation when it is issued. 3. Firm's capability to provide the maintenance services. 4. Firm's capability to respond and be on site within five (5) days at any of the ten (10) mooring basins on the Texas Gulf Coast 5. Firm's capability to work concurrently at two or more of any of the ten (10) mooring basins on the Texas Gulf Coast. 6. Firm's capability to perform this work along the Texas coast within the required performance period. Provide comparable work performed within the past 3 years: Brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) - provide at least 3 examples. 7. Firm's small business category and Business Size (Small Business, HUB Zone, Service Disabled Veteran Owned Small Business, 8(a) or HBCI/MI 8. Firm's Joint Venture information if applicable - existing C. RESPONSE DUE DATE: Interested Firm's shall respond to this Sources Sought Synopsis no later than 3 July 2015, 2:00 p.m. Central Time,.
