Description
PLEASE SEE ATTACHED! This is a combined synopsis/solicitation for Rental of Commercial Shower Trailers prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number M67861-15-T-0042 applies and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-82. This solicitation is a total small business set aside; the applicable NAICS code is 532120 and the size standard is $38.5 million. The Marine Forces Reserve (MFR) anticipates issuing a single Firm Fixed Price (FFP), commercial contract to a responsible vendor. However, the Government reserves the right to award without discussion. In addendum to FAR clause 52.212-2(a) Evaluation--Commercial Items, award shall be made to the Lowest Price Technically Acceptable (LPTA) offer. Line item 0001, Rental of shower trailer(s) in accordance with Statement of Work (SOW) herein and as per attached cleaning schedule. Vendor shall submit an itemized price breakdown with quote. Period of performance: 30JUN2015through 11JUL2015 (equipment shall be picked up on 11JUL2015). Delivery address: Reserve Training Center Syracuse, United States Marine Corps, 1099 East Molloy Road Syracuse, NY 13211. STATEMENT OF WORK: 1. Scope: The Contractor shall provide shower trailers for 130 Marines, at 1 stall per 15 Marines, at RTC Syracuse, 1099 East Molloy Road Syracuse, NY 13211. The service includes cleaning all shower stalls and a power source(s) to include refueling. The service will also include providing and refilling fresh water tanks and tanks for greywater removal. A greywater dump area will be provided. The schedule for refilling the tanks and refueling the power source is provided on the provided attachment (E Co Shower Schedule.XLS). 2. Movement: The minimum amount of movements shall be made to support this requirement. All movements to RTC Syracuse, New York shall occur prior to 0900 on the day the showers are to be installed. The Technical Point of Contact must verify that all showers have been placed in the proper positions prior to the vendor's departure. All movements RTC Syracuse, New York will take place after 1600 on the last day the showers are scheduled to be removed. 3. Cleaning: Showers delivered to RTC Syracuse will be cleaned on the dates specified on the provided attachment (E Co Shower Schedule.XLS) to include sanitizing stalls and fixtures, replenishing tanks, and fuel for the power source. Cleaning shall be between 1100 -1300. 4. Contracting Officer's Representative 4-1. Sgt Joresa Raquel Burnett, USMC has been appointed as the Contracting Officer's Representatives. A copy of her appointment, explaining their authority during contract performance shall be provided to the Contractor prior to the beginning of contract performance. 4-2. SSgt Eric Verbeke, USMC, has been appointed as the Technical Point of Contact (TPOC) on-site at RTC Syracuse, New York and may be reached at XXX-XXX-XXXX. 4-3. Base Access. The TPOC will escort the Contractor onto the base and to the destination for delivery, cleaning, and servicing of the portable showers. Once work is complete for that period, the TPOC will escort the Contractor back through the main gate. 5. Personnel 5-1. Contract Manager. The Contractor will provide a contract manager who will be responsible for the performance of work. The name of this person and an alternate, who will act for the manager when he/she is absent, will be provided, in writing to the Contracting Officer and Government Representative before contract award. Phone numbers will also be provided. 5-2. The contract manager or alternate will have full authority to act for the Contractor on all contract matters relating to the daily operation of this contract. 5-3. Employees: The Contractor will ensure that employees have current and valid certifications before starting work, including health certificates and drivers' licenses as required for the performance of assigned duties. Ensuring that all delivery drivers have the proper credentials to board RTC Syracuse, NY to include Drivers Licenses, Registration, and proper insurances on all vehicles is the responsibility of the vendor. 5-4. Contractor personnel will be required to perform work in the following location(s): Soccer Field at RTC Syracuse. 1.3.2.3. Contractor personnel will be required to perform work at the following times: 30 June 2015 through 11 July 2015. 1.3.2.4. Contractors shall adhere to all relevant safety guidance, including (but not limited to): (a) EM 385-1-1 - U.S. Army Corps of Engineers Safety and Health Requirements Manual (b) OPNAVINST 5100.23 (series), Navy Occupational Health and Safety Program Manual (c) MCO 5100.29 (series), Marine Corps Safety Program (d) MCO 5100.8, Marine Corps Occupational Safety and Health (OSH) Policy Order (e) NAVMC DIR 5100.8, MARCOR OSH Program Manual 1.3.2.4. The Contractor will immediately report accidents/injuries sustained during contract performance to the Contracting Officer's Representative. The Contracting Officer's Representative will then immediately report accidents/injuries sustained during contract performance to the Contracting Officer so that the Contracting Officer may report said accidents/injuries to responsible agency safety officials. 6. Quality Control. 6-1. The Contractor will establish and maintain a complete Quality Control (QC) Plan to assure the requirements of the contract are provided, as specified. One copy of the Contractor's Quality Control Plan will be provided to the Contracting Officer prior to the contract start date and in the future as changes occur in the QC Plan. 6-2. An on-site record of all inspections conducted by the Contractor including corrective action taken must be created and maintained by the Contractor. This documentation will be made available to the Government upon request during the term of the contract. 6-3. Inspection: Upon completion of each shower installation, movement, or servicing, the Contractor is required to contact the listed TPOC to allow him/her to inspect the showers before the Contractor departs from the area. 7. Contractor: The contractor shall provide a sufficient and well-trained work force to satisfactorily perform the services required by this contract. Contractors' employees shall either be a citizen of the United States or shall carry a valid US Immigration/Registration Card. It will be the contractor's responsibility to require such proof before each worker becomes an official employee of the contractor. Contractor's employees shall observe and comply with all installation rules and regulations applicable to contract personnel (including those applicable to the safe operation of equipment and vehicles). Copies of pertinent installation rules and regulations may be requested from the Contracting Officer prior to the contract start. 8. Specific Tasks 8.1 Schedule. The Contractor is required to deliver and pick up the showers on the dates annotated on the provided attachment (E Co Shower Schedue.XLS). The TPOC will be present to inspect every delivery and pick up. 8-2. RTC Syracuse •- On 30 June 2015 the contractor is required to deliver shower trailers for 130 Marines, at 1 stall per 15 Marines, and a power source(s) to include refuel to RTC Syracuse prior to 0900. •- On 11 July 2015 the contractor is required to pick up all shower trailers and power source(s) from RTC Syracuse after 1600. •- All showers at RTC Syracuse should be serviced as requested on the provided attachment ( E Co Shower Schedule.XLS). 8-4. Clarification of Support •- For purposes of simplicity and to clarify the complex nature of this requirement; the contractor is required to deliver any showers the day annotated on the E Co Shower Schedule. The contractor is required to remove any showers the day annotated on the E Co Shower Schedule. All showers at RTC Syracuse should be serviced as requested on the provided attachment ( E Co Shower Schedule.XLS). 9. Contract Administration After award, all inquiries and correspondence relative to administration of this contract shall be directed to the Contracting Officer at the address shown in Block 9 of the SF 1449. YOU ARE HEREBY NOTIFIED THAT NO ONE OTHER THAN A UNITED STATES MARINE CORPS MARINE FORCES RESERVE CONTRACTING OFFICER HAS THE AUTHORITY TO DIRECT YOU IN ANY WAY TO ALTER YOUR OBLIGATION OR CHANGE THE STATEMENT OF WORK IN YOUR CONTRACT. FURTHER, IF THE MARINE CORPS, DOES DESIRE TO ALTER YOUR CONTRACT OR TO CHANGE THE CONTRACT STATEMENT OF WORK, CHANGES WILL BE ISSUED IN WRITING AND SIGNED BY THE CONTRACTING OFFICER. YOU SHOULD TAKE NO ACTION ON ANY CHANGE UNLESS, AND UNTIL, YOU RECEIVE SUCH A CHANGE FROM THE CONTRACTING OFFICER. 10. Manpower Reporting Pursuant to NMCARS 5237.102(90), the contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address https://doncmra.nmci.navy.mil. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk, linked at https://doncmra.nmci.navy.mil. Specifications Each Field Shower Trailer shall include: l ight fixtures (rated for wet locations), air conditioning, exhaust fans, electric wall heaters, water tanks shall provide at least 2000 gallons of water per day and Storage Tanks / Containers capable of capturing at least 2000 gallons of grey water per day. Please provide generators and fuel to support the power function of the Field Shower Trailers. Each shower area shall include: clothing hooks and trash receptacles (contractor required to empty). Each showers stall shall include: shower head, non-slip floor, floor drains and curtains.
