- This is a Sole Source Synopsis announcement. A written solicitation will not be issued. The Health Resources and Services Administration (HRSA), Bureau of Primary Health Care (BPHC), intends to award a Firm Fixed-Price (FFP) contract to the National Committee for Quality Assurance (NCQA), to support the Patient-Centered Medical Home (PCMH) Recognition Initiative (“the Initiative”). The Initiative will support the Health Center Program in its efforts to promote a patient-centered, primary medical/health care home for millions of the Nation’s underserved people, assuring access to comprehensive, culturally competent, quality primary health care services. This notice is provided pursuant to 10 U.S.C 2304(c)(1) and FAR part 6.302-1: the supplies or services required by the agency are available from only one responsible source and no other type of supplies or services will satisfy agency requirements. HRSA understands that there are other PCMH recognition and accreditation programs available through other organizations. However, HRSA has a need for the NCQA recognition standards for the federally supported health centers. NCQA is a national organization recognized in all 50 states with an established history of providing PCMH recognition to primary care practices. Since 2008, NCQA has been the leader in the development of PCMH standards and guidelines. It is the mostly widely adopted PCMH recognition program in the United States. Over 81% of HRSA health centers with PCMH recognition have recognition from NCQA.. Many states have utilized these standards in the development of medical home initiatives and quality improvement in health care service delivery. Several state Medicaid prospective payment systems and incentive payment programs identify NCQA PCMH recognition as one requirement for receiving additional reimbursement. Only the service offered through NCQA can meet BPHC’s needs to support continuous quality improvement and quality assurance within the Health Center Program by providing grantees resources and program supports for health centers seeking distinction as a PCMH. No other organizations would be able to provide the same standards for the PCMH recognition to meet HRSA’s needs. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. This notice of intent is not a request for competitive proposals. However, interested offerors may submit their capabilities or responses before the closing date and time of this notice to the Government for consideration. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests.
