- Description
- The Department of Veteran Affairs (VA) is issuing this Sources Sought. The agency does not intend to award a contract but rather gather capabilities and market information pertinent for acquisition planning. The responses to this Sources Sought may contribute to determining the method of procurement and identify parties having an interest in and the resources to support this requirement. DESCRIPTION OF REQUIREMENT The Government requires critical support to the Office of Human Resources and Administration (HR&A)'s efforts to strengthen delivery of training and human capital services to VA and to become a more transparent, accountable, and customer service-driven organization. The support includes: VA Learning University (VALU)-training evaluation and program performance analysis; developing training strategies, VA-wide analysis, management analysis, governance, analytics (including Return on Investment analysis), learning analytic tool development, and the development/maintenance/training on business management tools; and planning, organizational, and program performance. The Government requires a broad set of complex support for VALU, HR&A, and VA that requires the pursuit of technical and operational mission transformation. Given the upcoming VA transformation this work will require accommodation to both current complex requirements and future evolution/changes in requirements, including: a.Training Evaluation (to include extensive Kirkpatrick Level 1 & 2 measurements plus development and implementation of strategies to cost-effectively sample programs and determine Level 3 & 4 outcomes; additionally, there is an expectation to implement additional measures of efficiency, effectiveness, relevance, timeliness, and appropriateness to audience) b.Learning Analytics (including Return on Investment analysis to measure dollar savings directly attributable at a defensible level to training effort) c.Analytic Tool Development to include development of computer-based applications that: 1) assist VALU in determining the optimal modality for new and existing training needs (e.g., instructor led vs. web based training); 2) identify skill gaps, performance shortfalls, and other training needs to provide training need/demand forecasting to allow VALU to plan ahead for curriculum changes and definition of deliverable requirements for training vendors; and 3) use a systematic approach to prioritize training for continued investment by balancing data-driven inputs, such as prior year cost data, with considerations, such as competency alignment and subject material. d.Organizational Performance Management (Provide assistance and advice in the development of HR&A strategies around the improvement of HCIP portfolio of programs (i.e. business process reengineering, enabling technologies, customer relationship management plans, transformation adoption approaches, etc.) e.Advanced Analytics (Analysis and reporting to specifically include cost-benefit/cost-effectiveness analysis and analysis-of-alternatives requiring performance of appropriate statistical analyses, management analyses, and predictive modeling) f.Corporate Analysis and Management Analysis (Futures and Concept Development in the form of providing expert assistance and advice in the development of HR&A strategies around the improvement of HCIP portfolio of programs (i.e. business process reengineering, enabling technology, customer relationship management plan, transformation adoption approaches, etc.)) SUBMISSION INSTRUCTIONS THERE IS NO SOLICITATION AT THIS TIME. Capabilities Statement and Market Information - no more than 3 pages Please respond to the following questions by providing a capabilities statement and market information: 1)Please provide an example of a large-scale business or governmental Return on Investment (ROI) analysis that translated training efforts into dollar values (savings or profit), including specific factors that were included as part of the analysis; what was the final ROI value? What were the underlying presumptions of the conclusions drawn? 2)Please provide an example of where predictive modeling was used to compare competing alternative approaches to a large-scale organizational problem or opportunity involving significant investment of time, money and personnel. What was the outcome of the analysis? What were the factors considered and how was the analysis performed? 3)Please provide an example of your development of a sophisticated computer application that was developed for the purpose of (choose one): A) Identifying optimal training modalities from multiple options, OR B) Balancing data-driven inputs, such as cost data, with considerations, such as competency alignment and subject material to prioritize training program investment, OR C) Using existing organizational database records to identify skill gaps, performance shortfalls, or other training needs to guide training need/demand forecasting to allow an organization to plan ahead for curriculum changes and to define deliverable requirements for training vendors. Please indicate the development time required, and, if possible, provide sample screen shots of images with explanation of functionality for the end users. Any screen shots are excluded from the page limitation.
