- The Naval Medical Logistics Command (NMLC) intends to award a sole source contract under the authority of FAR 6.302-1 to the University of Texas Health Sciences Center San Antonio, Biological Psychiatry Analytical Laboratory (UTHSCSA-BPAL); San Antonio, TX, 78229-3901, for the delivery of up to 350 high-performance liquid chromatography tandem mass spectrometry (HPLC-MS/MS) and 1000 high performance liquid chromatography ultraviolet-visible (HPLC/UV-Vis) spectroscopy analyses of single and multi-drug cocktail samples in support of the Naval Medical Research Unit San Antonio (NAMRU-SA), Fort Sam Houston, TX. This acquisition requires the delivery of HPLC-MS/MS analysis and HPLC/UV-Vis analysis of multi-drug antibiotics in a single sample, with no sample preparation, and a limit of detection ability in the ng/mL range. The antibiotic cocktail contained in each sample can produce weak UV signals or overlapping UV signals and a method is required that can differentiate between each antibiotic component in a single sample of the cocktail and quantify each component. The requirement is also for analysis of break down products and unreacted products present in the sample. Samples are required to be shipped and received frozen. The estimated period of performance will be a 12-month base period with one, 12-month option year. UTHSCSA-BPAL has developed a proprietary assay method utilizing unique column chemistry specifically for the analysis of multi-drug cocktails. This method requires no sample preparation and the limit of detection ability at UTHSCSA-BPAL is in the ng/mL range. NAMRU-SA does not have this capability in-house, nor do any other known vendors. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract. Capability statements are due by 2:00 PM Local Time, 9 July, 2015.
