Description
The U.S. Army Corps of Engineers - Norfolk District is issuing a pre-solicitation notice for Funeral Procession Queuing Area at Arlington National Cemetery (ANC), Arlington, VA. The work consists of providing all materials, labor, equipment and personnel to provide a new staff parking lot, North Parking lot, and a completely renovated main Funeral Procession and Queuing area. The Queuing area will accommodate up to six concurrent funeral processions in multiple funeral procession lanes with up to 24 cars per lane. The supporting facilities include waterlines, site electrical, variable message signage, storm drainage, landscaping, and pedestrian access that will also accommodate individuals with disabilities. Preparation of the site may require demolition of existing site features and pavements, removal of some trees and vegetation, and protection of other existing natural site features and select trees. The renovated main Funeral Queuing area (larger part of Phase 2) will allow families to queue for processions on arrival through an intuitive layout and clear signage. Density of plantings will be increased to provide separation between Queuing Area and Section 54.Phase 2 will also add a smaller North Lot adjacent to the existing Administration Building for ANC official visitor, conference, Funeral support volunteers, and to meet overflow Funeral Queuing needs. Phase 3 will include milling and paving of roadways in the immediate project area and should not commence until Phase 2 construction is substantially completed to ensure roadways are left in restored condition at the end of this project. The Staff Lot (Phase 1) will accommodate staff, and will provide parking for families during the construction of Phase 2. The west side of the staff parking area has been heavily landscaped to screen it from Halsey Drive. All work within each of the phase limits, including landscaping, it to be completed prior to turning the Phase area over to ANC. Work in Phase 2 cannot commence until Phase 1 has been accepted by ANC. The provided landscaping is subject to a 12 month warranty period starting from acceptance.. The solicitation number will be W91236-15-R-0036. This is set-aside for small business contractors. The applicable NAICS code is 237990 with a Small Business Size Standard of $36.5M. All responsible sources may submit a quotation which will be considered by Norfolk District. The magnitude of this project is between $1,000,000 and $5,000,000. The government intends to award a firm-fixed price contract to the lowest price offeror that is technically acceptable. The Government intends to phase this project into three (3) phases. The anticipated period of performance is 1 Oct 2015 to 15 Apr 2017. This is NOT a solicitation. Do Not Submit proposals or questions in response to this document. The solicitation will be issued electronically and will be available on Federal Business Opportunities (FBO), http://www.fbo.gov, on or about 10 July 2015.
