- The PDF of the Intent to Sole Source Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS), on behalf of the Office of Substance Abuse and Mental Health Services Administration (SAMHSA), intends to issue a sole source to: Synectics for Management Decisions, Inc. 1901 N. Moore Street Suite 900 Arlington, VA 22209-1706 The Department of Health and Human Services (DHHS) is the United States government's principal agency for protecting the health of all Americans and providing essential human services, especially for those who are least able to help themselves. The Freedom of Information Act (FOIA) office is a component of Substance Abuse and Mental Health Services Administration (SAMHSA), and supports DHHS in providing citizens with the right to request access to government records. SAMHSA currently collects and processes FOIA information (requests, referral and reports) using the Synectics for Management Decisions, Inc., system and seeks to have this license renewed to avoid interruptions to service delivery. The FOIA Records Management System (RMS) is a Synectics for Management Decisions, Inc. custom system. The requirements of FOIA reporting continue to change as the Department of Justice (DOJ) reporting requirements evolve. Synectics for Management Decisions, Inc. has the system's design and codes for operating components to expedite the return of the required support while incorporating systemic enhancements under minimum maintenance. It is a user friendly and reliable system that has contributed to increased efficiency, accuracy, productivity and timeliness within the FOIA office. Renewal of Synectics for Management Decisions System's License eliminates the need for additional server or network hardware infrastructure, end user training, development and or implementation ramp up. Selection of a new contractor exposes the agency to potential delays in system support and increased security risk especially if the system was to suffer an outage, while the new company is still in a learning curve. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement that speaks to the services SAMHSA is seeking in this proposed acquisition. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
