Synopsis FD2030-15-01617/AMC 3D 1.Estimated issue date 9 July 2015 and estimated closing/response date 10 August 2015. 2.PR#: FD2030-15-01617 3.RFP#: SPRTA1-15-R-0283 4.Nomenclature/Noun: Chamber, Combustion 5.NSN: 2995-01-312-6012YQ 6.Part No.: 3503215-4 Cage Code: 59364 7.Application (Engine or Aircraft): B-52 8.AMC: 3D 9.History: Previously purchased 87 each from Honeywell International Inc on contract SPRTA114C0151 on 29 September 2014. 10.Description/Function: This item is used to quick start A/C Engine without the aid of ground power equipment. 11.Dimensions: Approximately 6.0000 inches in length, 12.0000 inches in width, 6.0000 inches in height and 6.5000 lbs. in weight. 12.Material: Steel, Aluminum, Rubber 13.Qualified Source: This synopsis is to notify interested manufacturers that subject NSN will be added to Honeywell Long Term Contract SPE4AX-14-D-9401. The Government does not have all the rights to technical data/drawings for this NSN. This item is sole source to Honeywell. Due to the complexity and criticality of this part, only manufacturers that have successfully completed all testing required by the original company responsible for the design, or manufacturers that have successfully completed all testing on items determined by the Government to be similar in complexity and criticality, can be considered approved sources for this item. Current qualified sources are: Honeywell 99193, Authority: 10 U.S.C. 2304(C)(1), Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. The proposed contract action is for supplies in which the Government intends to solicit and negotiate with only one, or a limited number of sources under authority of FAR 6.302. All proposals received within 45 days after date of publication of this synopsis will be considered by the Government. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Qualification Requirements are NOT applicable to this NSN. Based on market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. The point of contact for this action is Robin Adee and can be contacted via email at: robin.adee@us.af.mil Duration of Contract Period: Oct 2016 Electronic procedure will be used for this solicitation. 14.Mandatory Language: (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) The Competition Advocate (CA) at each contracting activity/office (as defined in DLAD 2.101) shall act as the ombudsman and attempt to resolve contractor complaints. DLA AVIATION - AOCA's CA/ombudsman can be reached at (405) 734-8241, facsimile (405) 734-8129. Complaints which cannot be so resolved shall be forwarded to the HQ through J-72 for resolution by the DLA competition advocate. Each activity is responsible for developing procedures for executing the duties and responsibilities of its local ombudsman. (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer. 15.UID: If unit price exceeds $5,000.00 then UJID requirements will apply. 16.Small Business Set Aside Not Applicable
