Description
Pre-Solicitation Notice PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This procurement is being conducted in accordance with FAR Part 15, Contracting by Negotiation. The Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), on behalf of the Bureau of Ocean Energy Management (BOEM) intends to competitively award a hybrid type contract with Firm-Fixed-Price (FFP) and time-and-material (T&M) Contract Line Items as a result of this notice for the study entitled "Options for Lease and Fiscal Terms in Frontier Areas in the 2017-22 Leasing Program". There are no set aside restrictions. The BSEE, Acquisition Operations Branch, is the contracting office for this procurement and the resulting contract administration. All potential Offerors must be registered in the System for Award Management (SAM) database at www.sam.gov in order to receive Government awards. The applicable NAICS Code is 541690, Other Scientific and Technical Consulting Services. The period of performance of the resultant contract is expected to be 24 months from the date of award. The BOEM plans and conducts U.S. offshore oil and gas lease sales, balancing economic development, energy independence, and environmental protection, as authorized by the Outer Continental Shelf Lands Act (OCSLA, 43 USC Sec. 1801 and 1802) and other laws and regulations. The Economics Division conducts economic, statistical, engineering, and cost-benefit analyses relating to lease terms, bidding systems, auction designs, and regulations. It also works to ensure receipt of fair market value for the lands leased and the rights conveyed by the Federal Government to explore and potentially develop oil and gas resources on the OCS. The Draft 2017-2022 Five Year OCS Leasing Program includes a lease sale in the U.S. Atlantic, and it is possible that future programs will include additional sales in the area. Recognizing the specific circumstances and challenges for a lease sale involving the U.S. Atlantic OCS, the Economics Division may prepare options and recommendations for fiscal terms that can help meet these challenges. Further, in response to the Five Year Program's Request for Information published in the Federal Register on June 16, 2014, BOEM received comments that certain aspects of lease sale policies could be adjusted to meet the challenges of the Atlantic. However, given that the status quo auction format and fiscal terms have been largely successful in other offshore regions; substantial analysis is needed to determine if proposed changes will be beneficial. Thus, BOEM seeks options for lease and fiscal terms as well as sound methods and criteria for evaluating the options. The purpose of this contract is to obtain contractor support for research and analysis to support BOEM in formulating and assessing possible lease and fiscal terms for frontier area oil and gas lease sales, specifically in the 2017-2022 U.S. Atlantic Program Area, incorporating parts of both the Mid- and South- Atlantic Planning Areas (Atlantic). The primary objective of this project is to provide sound analysis of possible sets of lease and fiscal terms for future Atlantic area lease sales and to compare the indicated performance of these alternative lease and fiscal term sets with the status quo. The goal of the study is a comparison and ranking, if possible, of various alternative lease and fiscal terms (and combinations of terms) for the U.S. Atlantic that might improve the status quo. In this SOW, "status quo" terms are those specified for Gulf of Mexico lease sales in 2014 or minor variants of those terms. Note that while this contract includes some international research, this contract is not designed to be an international comparison study, but rather this international work is only meant to provide information for developing possible U.S. Atlantic fiscal terms.
