Description
Military Sealift Command (MSC) Ship Support San Diego intends to award a Sole Source, Firm-Fixed Price (FFP) contract with Fairbanks Morse Engine. This source possesses unique knowledge and capabilities required to perform this service. The contract's period of performance is 08 - 10 July 2015. The value of the contract is expected to be $17,108.00. The proposed contract action, for which the Government intends to solicit and negotiate with only one source under authority of FAR 13.106-1(b)(1)(i) and FAR 13.106-3(b)(3)(i), is for services required to provide a Fairbanks Morse Diesel Generator Original Equipment Manufacturer (OEM) technical representative specializing in electrical and automation control required during Ship's Post Delivery Availability Shakedown Cruise for the USNS LEWIS B. PULLER (MLP-3). Contractor shall provide a Technical Representative: • Furnish the services of the Original Equipment Manufacturer (OEM) to be on site during the performance period whenever the following evolutions are performed to specified equipment or systems: disconnection, removal, opening, disassembly inspection, taking of clearance readings, static and dynamic balancing tests and adjustments, reassembly, shop tests, reinstallation, operating tests, dock trials, and sea trials. • The Tech Rep shall witness all of the above identified tasks and shall prepare all reports of design, as found and final reassembly dimensions and clearances, shop test, operational test, dock trial and sea trial results. • The Tech Rep shall witness and sign all reports attesting to his presence and witnessing of the test and concurring with the results for all tests performed by the contractor or other subcontractors. • The Tech Rep shall report his presence on site daily to the MSCREP, at the start of the work day. • One copy of all Tech Rep time sheets shall be provided to the MSCREP. • The following are the systems/equipment that a technical representative is required for and the Original Equipment Manufacturer (OEM) and point of contact or technical representative for each OEM. This notice of intent is not a request for competitive proposals; however interested parties may identify their interest and capability to respond to the requirement. Respondents must provide level of effort and dollar estimates to acquire a full understanding of the design of the equipment. As part of the written response, a respondent must be able to prove to the Government how field problems can be identified and corrected without the aid of detailed design drawings. Oral communications are not acceptable in response to this notice. A written response must include evidence of the respondents' ability to support the described equipment. Interested parties with the capability of meeting the proposed requirements are requested to provide an E-mail to the MSC Point of Contact: CDR Stephen Calitri at email: Stephen.calitri@navy.mil) not later than 1400 (2:00 p.m. EST) June 30, 2015 expressing interest and outlining their capabilities and qualifications to perform the effort. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
