- Amendment 0003-Issued 6/25/2015 to to remove the pricing items under Section B-Offer Items. An updated SIR is provided. The close date is extended to July 6, 2015 at 5:00 PM Eastern Time. No Amenment issued-Additional Questions and Answers provided Amendment 0002-Issued 6/17/2015 to provide site visit sign in and updates to include pictures and drawings. Also Questions and Answers are provided. Amendment 0001-Issued 04/22/2015 to update site vist time. Site vist time is updated to 0930 AM Local Bermuda Time. Proposals are being requested and this solicitation DTFAEN-15-R-00062 is being issued as a Request for Proposals (RFP). If downloading is not possible, all requests for copies of the document(s) must be made in writing to the attention of Karina Espinosa, Contracting Officer, via e-mail at karina.espinosa@faa.gov FAA has a requirement to Refurbish the Bermuda VHF Omnidirectional Radio Range (VOR) Counterpoise Structure at 3 Cahow Way Street, St. George's GE CX, Bermuda Performance time for the entire project is 190 calendar days from the Notice to Proceed (NTP). The Primary NAICS code is 236220, Commercial and Institutional Building Construction Size Standards in Millions “ $36.5 Million This requirement is offered as a Total Small Business set aside. SITE VISIT Site visits must be arranged during normal duty hours and can be coordinated by contacting: Allah E Christmas Project/Civil Engineer allah.christmas@faa.gov Office: 404-389-8617 Cell: 678-772-3652 The site visit is scheduled for June 03, 2015 at 9:30 AM at the BDA Airport L.F. Wade International Airport 3 Cahow Way St. George ™s GE CX Bermuda **SITE VISIT ATTENDANCE IS MANDATORY. Due to the complexities associated with the Bermuda VOR Counterpoise Structure Refurbishment all potential offerors must attend the site visit. All Requests for Information (RFI) must be emailed to the Contracting Officer (karina.espinosa@faa.gov) no later than ten days prior to the close of the solicitation at 5:00 PM Eastern Time (ET) Potential offerors should note that the FAA reserves the right to communicate with one or more offerors at any time during the SIR process To be considered for award of this project, the contractor must be currently registered in the System for Award Management (SAM) database (website: www.sam.gov). All proposals must be received no later than June 30, 2015, at 5:00 PM EST. Any responses received after the closing date and time, will not be considered in accordance with AMS provision 3.2.2.3-14, Late Submissions, Modifications, and Withdrawals of Submittals. Proposals can be submitted using the United States Postal Service (USPS) or any commercial mail carrier to the following address: Federal Aviation Administration Eastern Service Area Attn: Karina Espinosa, AAQ-510ATL 1701 Columbia Avenue College Park Georgia. 30337 Mailed proposal must be sealed and labeled as follows: RFO # DTFAEN-15-R-00062. Offerors must submit one hard copy and one digital media proposal. No email or hand delivered offers will be accepted. This RFP is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of requested proposal documentation. Magnitude of Construction Projects: The estimated construction price if between $400,000 and $600,000. NOTICE for informational purposes for Minority, Women-owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000.
