Description
Statement of Work In accordance with FAR 5.101(a)(1) and 5.201, this is a notice of intent to award a sole-source contract, and is not a request for proposals. The Department of Homeland Security (DHS) / Federal Emergency Management Agency (FEMA), Office of Chief Procurement Office (OCPO), Acquisition Operations Division, Preparedness Section, 16825 S. Seton Avenue, Emmitsburg, MD, 21727-8998, intends to award a sole-source contract to the International Association of Emergency Managers (IAEM), to raise awareness of, understanding of, and participation in whole community concepts to include Citizen Corps, CERT, bystander training, America's PrepareAthon!, youth preparedness, and outreach to additional population segments. These professional services will integrate whole community emergency management concepts in local emergency management operations for the FEMA Individual and Community Preparedness Division (ICPD). IAEM has more than 9,000 members worldwide and is the preeminent international non-profit organization of emergency management professionals. IAEM maintains the only membership of local emergency managers in the United States. Their products and services as specifically focused on advancing the emergency management profession. Their reach, focus, and expertise are needed to meet the requirements of this contract. The contractor shall provide the following support services: • Consulting Services - Expert advice, assistance, and guidance on subjects to include earthquake risk assessment, preparedness, and mitigation measures; public education; and partnership engagement. • Program Evaluation - Provide support for identifying, engaging, and evaluating programs, to include participation levels, effectiveness of learning, and best practices. Evaluation services may include direct contact with national, state, and local programs and participants. • Partnership Development - Provide partnership development services. Partnership development may include developing a detailed partnership process and support elements, recruiting partners to assist with delivery of educational messages and materials, and developing products to address targeted audiences or specific partnerships. Partnership development will contribute to a larger strategic framework for addressing community preparedness stakeholders for some or all of the programs. • Technical Assistance - Provide technical assistance to FEMA regions, states, tribes, local jurisdiction. Regional Support - Provide support to regional FEMA offices in implementing and promoting programming. The major tasks include expert consultative services and analysis for Whole Community Engagement, Assessment of Certified Emergency Management (CEM) training, and Evaluation and Best Practices. For the level of support required, FEMA OCPO intends to award a contract to IAEM having a (1) year period of performance with two option periods consisting of (1) year each. The proposed contract is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements." This notice of intent is not a request for competitive proposals. A determination by the Government to not compete this proposed contract based upon responses to this notice is solely within the discretion of the Government, and information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government/FEMA will not be responsible for paying for any of the costs incurred and associated with the development of any responses submitted to this posting.
