Description

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information as included in this notice. The National Cemetery Administration, located at 155 Van Gordon Street, Lakewood, CO 80228 is soliciting quotes for a firm fixed price purchase order under Request for Quotation VA786-15-Q-0308 from qualified and eligible Service Disabled Veteran Owned Small Business (SDVOSB) Concerns for repairs and improvements to a committal shelter and administrative building at Black Hills National Cemetery, 20901 Pleasant Valley Drive, Sturgis, South Dakota 57785. Quotes and solicitation correspondence shall be sent and received by to the National Cemetery Administration, Central Contracting Division, located at 155 Van Gordon Street, Lakewood, CO 80228, attention Mr. Derek C. Reed, Contracting Officer by July 15, 2015-2:00PM MT. Project scope of work includes, but is not limited to a single contractor providing all plant, labor, tools, parts, equipment, transportation, taxes, and incidentals needed to demolish, remove and properly dispose of existing interior electric service panel boards including circuit breakers, existing lighting contractor enclosures, labeling circuits with tape and indelible ink per the exiting breaker directory prior to disconnecting conductors, installation of a new interior electrical 42-space panel board, and circuit breakers, demolishing and removal of 12 existing baseboard heaters and related work thereof. The performance period is 120 calendar days from receipt of notice to proceed. The RFQ is issued pursuant to FAR Part 13 and purchase order award will be made to the lowest priced, responsive, responsible quoter. In accordance with P.L. 109-461 this acquisition is restricted to Service Disabled Veteran Owned Small Business (SDVOSB) concerns. NAICS Code 236220 is applicable to this acquisition with a Business Size Standard of $36.5M. Solicitation documents are available electronically and can be downloaded at http://www.fedbizopps.gov. NO HARD COPIES OF THE SOLICITATION WILL BE ISSUED. Prospective quoters interested in visiting the site in order to familiarize themselves with current conditions are encouraged to contact the Cemetery Foreman, Mr. Terry Corkins at 605-347-3830. Upon review of the solicitation documents, prospective offerors are encouraged to provide questions and comments, in writing. Interested firms are reminded in that prospective contractors must be registered in the System for Award Management (www.sam.gov) and all SDVOBs must be registered in the VetBiz.gov VIP database, available at www.VetBiz.gov. Contracting officers are expressly prohibited from awarding contracts under the authority of 38 U.S.C.8127 unless they have confirmed that the small business is registered in the database. Information regarding ORCA and CCR registration can be accessed at the Systems for Award Management (SAM) website at https://www.sam.gov/portal/public/SAM/.
