- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. A sources sought is a market research tool being used to determine availability and adequacy of potential business sources prior to determining the acquisition strategy. The intent of this sources sought synopsis is to identify qualified business concerns to provide ASTM Complete Standards Online Subscription services. The Department of Homeland Security (DHS), Office of Chief of Information Office (OCIO), Enterprise Systems Development Office (ESDO) has a requirement to procure the ASTM International (formerly known as American Society for Testing and Machinery) Collection subscription services to provide access to commercial industry technical standards from U.S. standards organizations that are referenced within the Code of Federal Regulations. The commercial industry standards are required to ensure compliance with DHS-approved standards as well as providing specifications for design and manufacturing and repair. The Government intends to solicit and award a Firm-Fixed Price Contract for the aforementioned requirement. The NAICS Code is 511120. The period of performance for annual subscription service is one (1) year period (September 1, 2015 to August 31, 2016). This is not a request for proposals. This notice does not represent a commitment by the government to pay for cost incurred in preparation and submission of data in response to this announcement. The government will evaluate market information to ascertain potential market capacity to provide services consistent in scope and scale with those described in this notice. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Submission Instructions: Interested parties who consider themselves qualified to perform the above services are invited to submit a response to this Sources Sought Notice by July 6, 2015, 4 pm EST. All responses under this Sources Sought Notice must be emailed to mae.kim@hq.dhs.gov in MS Word or PDF document. The email subject line must specify Name of Contractor and Source Sought Notice Title "ASTM Standards Online Subscription". Facsimile response will not be accepted.
