Description
'PER HULL' BASIS OF ESTIMATE FOR DESTRUCTIVE/NON-DESTRUCTIVE MATERIAL ANALYSIS OF RECOVERY ASSIST SECURING TRAVERSING (RAST) TRACK PLATES BACKGROUND: The U.S. Government has a requirement to identify the specific alloy steel used for RAST track plates that are installed on U.S. Navy ships located primarily in Norfolk and San Diego. REQUIREMENT SUMMARY: Contractor will prepare a detailed 'per hull' technical plan and cost estimate for destructive and non-destructive testing of the RAST plates on approximately 11 hulls. There are approximately 64 track plates per hull. The final report shall determine the specific steel alloy by UNS number of the subject RAST track plates. The report should be prepared in anticipation of contested litigation. There shall be two separate proposals for two testing conditions. The first is to use only nondestructive testing techniques such as portable x-ray fluorescence spectrometry to test the assets in place. The second shall allow for destructive testing of selected assets to determine whether the track plates meet minimum specification requirements. CONTRACTOR QUALIFICATION The Contractor will provide a summary of (1) experience in metallurgical forensic testing/reporting and (2) expert testimony involving the testing of metallic components. The Contractor will provide documentation showing their operators are trained and qualified to perform the analyses and operate the equipment/instruments they intend to use for the analyses. They shall provide records related to the calibration or standardization of the instruments. The contractor will have NIST certified reference standards of the each of the alloys in question: steel HY100 (Specification MIL-S-16216) or low alloy steels in accordance with each of the grades of ASTM A514. For destructive and non-destructive testing, at a minimum the Contractor must have the capability to analyze steel samples to identify, with a reasonable degree of scientific certainty, the alloy of each plate sampled. CONTRACTOR PLANNING, PREPARATION AND RADIATION SAFETY Prior to work beginning, the Contractor will coordinate with, and receive required clearance(s) from NAVSEA Radiation Safety Officer for any instruments that produce ionizing radiation, such as the X-Ray Fluorescence Spectrometry. The Contractor will follow instructions from the NAVSEA Radiation Safety Officer. INSPECTION/TESTING The Contractor should anticipate performing in-place non-destructive inspection/testing on the deck of a Navy ship while in port. The RAST plates are bolted to the ship's exterior flight deck and cannot be removed. Each plate is coated with epoxy paint and non-skid top coating. Any of the coatings removed prior to analysis must be repaired. For destructive testing, the contractor shall indicate the minimum amount of sample required to be removed from a plate for analysis, and how the sample may be removed. The contractor shall create a report map showing data from each ship/plate, and prepare a formal technical report indicating, from the testing, which ship plates are ASTM A514 and which are HY100. Travel will be paid on a cost reimbursement basis. The USG anticipates the award of a time and materials or cost plus fixed-fee contract because, due to security, timing and other concerns, it will not be possible at the time of placing the contract to estimate accurately the extent or duration of the work or to anticipate costs with any reasonable degree of confidence.
