- THIS IS A SOURCES SOUGHT SYNOPSIS - FOR PLANNING PURPOSES ONLY. The General Services Administration (GSA) is seeking qualified small business contractors (including small disadvantaged businesses such as HubZone Certified, 8(a) Certified, Service Disabled Veteran-Owned and Women-Owned, etc.) with General Construction Contracting experience for the Restoration of Wood Paneling at the U.S. Post Office at 211 S. Clark Street in Chicago, Illinois. The intent of this project is to repair and restore historic wood paneling, wood doors, wood trim work, as well as other associated woodwork. The project will also include the fabrication and installation of a new decorative bronze metal railing system to protect the woodwork from future damage. The Chicago Federal Center and Loop Station Post Office building are listed on the National Register of Historic Places; all work must be performed in accordance with the Secretary of the Interior's Standards for Rehabilitation. The contractor or contractor team shall be familiar with the performance and characteristics of historic wood and wood veneer repair and restoration. The contractor or contractor team shall be familiar with performance and characteristics of granite, as the metal railings may need to be anchored into historic granite flooring. The contractor or contractor team shall also be familiar with performance and characteristics of metal work, specifically bronze. The North American Industrial Classification System (NAICS) code for this procurement is 236220, General Construction. The estimated construction cost is between $1,000,000 and $5,000,000. This is not a request for offers or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. This is a market research tool being utilized to determine the availability and adequacy of potential sources prior to issuing a formal solicitation. The Government is not obligated to and will not pay for information received as a result of this announcement. Requests for a solicitation will not receive a response. GSA is in the process of determining the availability, adequacy, and capabilities of potential business sources prior to issuing a Request for Proposals (RFP) for a General Construction Contractor to repair and restore the historic wood paneling, as well as fabricate and install metal railings anchored to historic elements at the U.S. Post Office at 211 S. Clark Street in Chicago, Illinois. If no responses are received from potentially responsible small business sources, GSA under the FAR part 19.501(b) will have completed its due diligence regarding setting this procurement aside for small businesses and will proceed with procuring this requirement on an unrestricted basis. Firms interested in this effort must demonstrate a proven understanding of the Secretary of the Interior's Standards for Rehabilitation, with a minimum of ten (10) years of experience on similar projects involving the historic treatment of architectural woodwork. Firms interested in this effort must be able to demonstrate experience as a General Contractor on five (5) similar projects as defined below: SIMILAR PROJECT is defined as a project that is similar in size, type and complexity. To qualify as a SIMILAR PROJECT, the project must meet all three elements of size, type, and complexity as further defined here. To be considered similar in size, projects must exceed $200,000 in construction costs and be completed in the last ten (10) years. To be considered similar in type, project(s) must include the removal and reinstallation, cleaning, repair and patching, and refinishing of woodwork and/or wood veneer. To be considered similar in complexity, projects should include, but are not limited to historic or architecturally significant solid wood and wood veneer repair, restoration, or replacement of wood work of any kind or type (this is to include but not limited to: wood paneling, wood furniture, wood trim work, and wood carvings). Also, projects should include the fabrication and/or installation of new metal work (specifically metal railings of any kind). In addition to size, type and complexity, SIMILAR PROJECTS must have been executed on a building over 50 years old and/or listed on state/local/national historic building registers or districts. This procurement, whether it be set-aside for small business or procured on an unrestricted basis, shall be made under North American Industrial Classification System (NAICS) code 236220, General Construction. The small business size standard for NAICS code 236220, General Construction, is less than $36,500,000 in average annual receipts over the past three (3) years. If you are an interested small business, per the definition above, please provide a Written Letter of Interest and responses to the questions listed below. All information submitted is subject to verification. Additional information may be requested to substantiate responses. 1)Is your firm a Small Business concern? Please provide proof (i.e. System for Award Management (SAM) profile printout, certification letter from the Small Business Administration, etc.) that your firm is a Small Business in accordance with NAICS code 236220, General Construction, (average annual receipts less than $36,500,000 for the past three years). 2)Is your firm an 8(a), Small Disadvantaged Business, Women-owned Small Business, HUBZone Small Business, Service Disabled Veteran-Owned Business, or Veteran-Owned Small Business? (For additional information on small business concerns visit www.sba.gov.) If your firm is one of these types of businesses, please provide proof of your firm's status (i.e. System for Award Management (SAM) profile printout, certification letter from the Small Business Administration, etc.). 3)Does your firm have experience working on projects of this nature? Please provide summaries for five (5) similar projects (as described above) that demonstrate the small business firm's past experience as a General or Restoration Contractor. Submit a reference and photographs for each project submitted. 4)Does your firm have the bonding capacity that would be required under this project? Please provide the surety name, maximum bonding capacity per project, and aggregate maximum bonding capacity of the small business firm. Each response shall be reviewed by the Contracting Officer for the purpose of determining whether there exists reasonable expectation of obtaining a sufficient number of offers from responsible small businesses that are competitive in terms of market prices, quality, and delivery. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. All information furnished to the Government in response to this notice will be used for review purposes only. In any joint venture or teaming arrangement the General Construction firm must qualify as a Small Business in accordance with NAICS code 236220, General Construction, in order to be considered under this Sources Sought Notice. All respondents are reminded that at least fifteen percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern per FAR clause 52.219-14(b)(3) - Limitations on Subcontracting.
