Description
Contract/Solicitation Number: W58RGZ-15-C-0026 Agency: Department of the Army Office: Army Contracting Command This is a Sources Sought announcement for market research purposes only. This is not a solicitation for proposals and no contract will be awarded as a result of this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. The United States Army Aviation and Missile Command (AMCOM), Redstone Arsenal, Alabama, anticipates a requirement for continued contractor logistics support (CLS) services for Government-owned De Havilland Canada Dash 7 (DHC-7) Airborne Reconnaissance Low (ARL) EO-5 aircraft beginning 1 April 2016 and ending 31 December 2017. The CLS services effort will be performed on a total of eight Government-owned aircraft (seven modified DHC-7 ARL EO-5 SEMA systems and one DHC-7 ARL EO-5 training aircraft). The aircraft have been fielded since 1992 and currently operate from Biggs Army Airfield, Fort Bliss, Texas and Camp Humphreys, Republic of South Korea. The aircraft currently monitor the demilitarized zone in Korea, perform an ongoing mission of drug interdiction in South America, and provide operations support during Operation Enduring Freedom. These aircraft have also supported disaster relief, homeland defense, and border patrol. The services include aviation maintenance and logistical support; heavy maintenance and overhaul; modification; airworthiness, safety, quality assurance; program management; and base operations support. Personnel required to perform these services include certified aerospace technicians, mechanics, logisticians, program managers, engineers, and quality personnel. The continuation of these services is needed as the DHC-7 ARL EO-5 mission cannot be handed off to any other agency or platform should the aircraft be grounded for lack of CLS support. Performance of aircraft maintenance services of the ARL EO-5 system includes aviation maintenance and overhaul, modification, airworthiness, logistical support, safety, quality assurance, program management and base operations support, and management processes to maintain eight (8) commercial derivative EO-5 series aircraft and equipment. The Contractor will continue to perform all required maintenance, servicing, repairs, electro static discharge practices and work on aircraft systems, components and Government Furnished Property (GFP) IAW 14 CFR/OEM/FAA, Army approved procedures and regulations. This services requirement will be accomplished with the existing ARL EO-5 systems. Performance will take place at the contractor and subcontractor facilities, and Government testing sites, to include: Ft. Bliss, Texas and Camp Humphreys, Republic of South Korea and at deployed locations in USCENTCOM Areas of Responsibility (AORs). In support of the NE effort, the Fixed Wing Project Office (FWPO), in conjunction with NVESD, will continue to develop, test and potentially deploy upgraded NE system components and new technologies to support the counter IED effort. Significant contractor support resources will be required to execute these efforts. The contractor is required to have a facility clearance of SECRET level of safeguarding. All deployed contractor personnel shall have or obtain a SECRET level clearance prior to actual deployment. This anticipated contract will be a follow-on to an existing contract in the FY16 timeframe for the continued provision of a highly specialized service and it is likely that award to another source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition, and that competing this effort would result in unacceptable delays in fulfilling the Army's requirements as provided by the incumbent contractor, King Aerospace, Inc., CAGE Code 0UF62, and their subcontractors. Specific proprietary Change detection software and unique material solutions may further limit competition, but all potential offerors should apply. Justification of capabilities will be required at time of proposal with material solutions in hand and not in development. No Government Furnished Equipment or material will be supplied to a vendor to support replies to this RFI. The ARL E-O5 (s) will not be available to support a solution proposed in reply to this RFI. If your firm believes it can satisfy this requirement based on the conditions identified above, reply to this announcement with the rationale to allow your firm to be included in the anticipated RFP. All interested inquiries will be considered. It is anticipated that any resultant contracting action in support of this requirement will be contracted for using Federal Acquisition Regulation (FAR) Part 15, Negotiation.
