- The Northeast Fisheries Science Center (NEFSC) of the National Marine Fisheries Service (NMFS) in Woods Hole, MA intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Gulf of Maine Lobster Foundation (GOMLF) of 1 High St # 5, Kennebunk, ME 04043 to provide continued services in support of the Environmental Monitors on Lobster Trap (eMOLT) project. The sole source determination is based on the requirement for continued support on the Environmental Monitors on Lobster Trap (eMOLT) project. The GOMLF has worked with the NOAA Fisheries on this project since 2002. GOMLF is an integral part to the extensive field and data coordination effort involved with this project to include recruiting and training fisherman, providing field equipment and supplies, coordinating and managing data collection, instrument set up and synchronizing, and satellite provider coordination, administration and management. A sources sought notice was posted to the Federal Business Opportunities (FBO) website https://www.fbo.gov/ on 06-11-15 under Solicitation #NFFM7120-15-02787. The posting closed on 06/18/2015 with no responses that met the governments need. It is the Government's intent to award a purchase order to Gulf of Maine Lobster Foundation upon the closing of this notice The North American Industry Classification System (NAICS) code for this acquisition is 541712 with a business size standard of 500 employees. This is not a solicitation for competitive offers. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the foregoing requirements. Capability statements and related materials must be e-mailed to Kelly.Taranto@noaa.gov by the closing date of this notice.
