Description
The U.S. Geological Survey (USGS), Pacific Science Center, intends to make a non-competitive award to Stichting IHE Delft, Netherlands, in accordance with FAR 13.106-1 (b) and the procedures of FAR Part 12 entitled Acquisition of Commercial Items. This announcement constitutes the only solicitation. The contractor will provide service International Institute for Hydraulic and Environmental Engineering (UNESCO-IHE) in estuarine sediment transport and hydrodynamic modeling of San Francisco Bay under various future climate scenarios. UNESCO-IHE is the only known contractor with experience in long-term (century scale) morphological modeling of the San Francisco Estuary using the process based, unstructured Delft models. The Delft3D FM (previously D-FLOW-FM) model is unique in that it is the only model that seamlessly links to the DELWAQ water quality and ecological models. The combination of these models are used in predicting long-term geomorphic change in the complicated network of channels that make up the Sacramento/San Joaquin Delta, which is the primary goal of the Coastal and Marine Geology Program tasks. UNESCO-IHE has been key in the software development and is continually upgrading and refining the software to better meet research demands. This is not a request for competitive quotes. Interested contractors may identify their interest by submitting their product literature and capabilities statement by the close date of this announcement. All submissions will be evaluated to determine if competitive opportunities exist. This notice and any resulting solicitation or purchase order conforms to the requirements in place through FAC 2005-82, dated 08 June 2015.
