- This is a Solicitation notice (synopsis) for a competitive procurement to the maximum extent practicable. The Commander, Navy Installations Command (CNIC), FFR Division has a requirement to provide global staffing support services to the command. The primary purposes of this requirement is for a contractor to provide comprehensive services, programs, personnel and administrative support for Fleet and Family Support (FFSPs) located throughout CONUS and OCONUS, as prescribed in the Performance Work Statement.. SCOPE: Commander, Navy Installations Command (CNIC) requires comprehensive services, programs, personnel and administrative support for Fleet and Family Support Programs (FFSPs) located throughout CONUS and OCONUS, as specified herein. The Contractor shall implement and evaluate established services and programs designed to maximize the well-being of active duty, retirees, civilians (OCONUS) and their families. The Contractor shall develop concepts, structures, processes, procedures, and practices for meeting these objectives. The purpose of this contract is to provide personnel to augment existing FFSP and personnel. The Contractor shall coordinate, manage and provide day-to-day client services to include information and referral, education and training, counseling and advocacy; non-medical case management, individual consultation, crisis response, information technology, data management and administrative support services necessary to achieve the Navy's FFSP mission. The Contractor must comply with regulatory and instructional guidance pertaining to FFSP certification standards and other required tasking and assignments. All positions require that contract employee complete Background Investigations as described in PWS Section 9.4 and/or the Clinical Credentials Review and Approval process prior to employment as described in PWS Section 9.5.3. SECNAVINST 1754.7A, dated 07 Nov 2005 provides the most current instructions for Credentials Review and Clinical Privileging of Clinical Practitioners/Providers in CINC Fleet and Family Support Program and Marine Corps Community Services. Periodic Technical Direction Letters may reprioritize order of performance and locations in accordance with Attachment 1 of the solicitation. The FFSP serves active duty members of the Navy, Marine Corps, Army, and Air Force plus their eligible family members; active duty members of foreign military services who are stationed in the area; reserve military personnel and their family members when they are eligible for military medical care, military members designated as severely wounded, ill and injured and their identified caretakers and, on a space available basis, military retirees and their family members and widows, eligible family members of military decedents and other groups as directed and authorized by higher authorities in response to special circumstances such as support to government employees affected by Reduction-In-Force (RIF) or during disaster response. The Contractor shall ensure that emphasis on the experiences associated with deployment, mobile lifestyles and other contingencies of military service is an integral part of all programming. As new program requirements emerge and priorities change over time, the Contractor must be flexible in adjusting service delivery methods and employ new approaches and technologies to meet changing needs while staying within the pricing specified in the resulting contract. The NAICS code for this requirement is 561210. The RFP will be available on or about July 8, 2015. The RFP will be available electronically at the www.fbo.gov website only.
