- This Sources Sought Notice is issued to find sources capable of providing a one year lease, with a buy Option, for a Sakura Finetek VisionTek M6 Digital Microscope. Please include your demonstrated capability to provide the requested item along with your business type and size determination based on the NAICS code 334516 with a size standard of 500 Employees. Responses shall be sent by email to kevin.adkins@va.gov. by 3PMEDT June 29, 2015. The VA will not be responsible for any costs incurred in the provision of this information. The item must be delivered and ready for operation, to the VA Richard L Roudebush VA medical center located in Indianapolis Indiana, prior to July 31, 2015. SCOPE Introduction - This acquisition will provide a reliable system for the live remote-viewing of both surgical pathology and cytology specimens in the Anatomic Pathology Laboratory at the Richard L. Roudebush VA Medical Center (RLR VAMC). Background - Timely notification of frozen section and routine case diagnoses are of utmost importance. Frozen section diagnosis should be made within twenty minutes of arriving in the pathology laboratory. After hours and weekend cases offer a challenge. Traditionally, when these types of cases occur, the on-call pathologist will have to travel from home to the VA facility to render a diagnosis. This can cause a significant delay in rendering the diagnosis, as well as increase the operating room time for both patient and staff. Scope - The system will affect all types of anatomic pathology specimens, especially surgical pathology specimens, retrieved from patients at the RLR VAMC. Hospital services affected would primarily involve surgery, but could also potentially include Dermatology, ENT, Pulmonary and Neurology. Additionally, the anatomic pathology laboratory and staff pathologists will be affected and are in the scope of this change. Objectives - The overarching goal is to provide quality patient care and to maximize workflow efficiency to the government by reducing turnaround times in patient diagnosis. Tasks - The best solution is to purchase a digital microscope with live viewing capabilities which can offer remote consultation of challenging cases by multiple pathologists. This can be used for frozen section diagnosis, routine off-site consultation, as well as 10% QC of tissue pathology slides. Delivery - The selected system must provide exceptional, high-resolution live images in which slides can be viewed remotely to offer expert diagnostic review in a timely manner. Security - The selected system will allow remote access to the pathology material via the Internet. Thus, a 256-bit encryption will be enforced, secure user log-ins will be required, and there will be compliance of all Health Insurance Portability and Accountability Act (HIPAA) provisions. Place of Performance - The testing will be conducted in the anatomic pathology department of the laboratory. Results from the specified testing will be reviewed and timely redelivered to the RLR VAMC via the telephone for frozen section diagnosis, and current methods of dictation and transcription for the final pathology report. Period of Performance -The period of performance for this procurement will be one year.
