- Description
- The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Epidemiology and Biostatistics Program (EBP), Infections and Immunoepidemiology Branch (IIB) plans to procure on a sole source laboratory analyses (DNA extraction, assessment of DNA quality and quantity, and quantification of endogenous retrovirus-2 [ERV-3] levels) on 300 oral rinse samples from the The Ohio State University, Comprehensive Cancer Center, 650 Ackerman Road, Columbus, OH 43202. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1) and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 541380 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. It has been determined there are no opportunities to acquire green products or services for this procurement. Oral human papillomavirus (HPV) infection has been identified as the principal cause of rising incidence of oropharyngeal cancers in the US. Yet, little is known regarding natural history of oral HPV infection with respect to incidence and persistence of infection and predictors of incidence/persistence. In prior collaborative work with researchers at the Ohio State University (OSU) and the National Center for Health Statistics (NCHS), NCI researchers have characterized the prevalence of predictors of oral HPV infection within the National Health and Nutrition Examination Surveys (NHANES 2008-2014), a representative sample of the US population. To further characterize the natural history of oral HPV infection within NHANES, researchers at OSU, NCHS, and NCI are currently conducting a pilot study of 150 participants within NHANES 2015, with oral rinse specimens collected at 2 time-points 6 months apart. The current procurement pertains to the laboratory testing of the 300 pilot study samples at the Ohio State University. The Ohio State University Comprehensive Cancer Center is the only laboratory that has approval from the National Center for Health Statistics to test the oral rinse samples that have been collected within National Health and Nutrition Examination Survey (NHANES 2015). This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 3:00 PM EST, on July 10, 2015. All responses and questions must be in writing and faxed 240-276-5401 or emailed to Kimesha Leake, Contract Specialist at kimesha.leake@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted.
