Description

NAVSUP Fleet Logistics Center San Diego Port Hueneme Detachment in connection with the Naval Satellite Operations Center (NAVSOC) is conducting an unclassified Pre-Solicitation Conference (Industry Day) and Site Visit to discuss the upcoming Request for Proposal (RFP) to provide support services for operating, managing and maintaining assigned Department of Defense (DoD) satellites and network systems to ensure satellite mission capability twenty four (24) hours a day, seven (7) days a week. The collective name of this requirement is Satellite Operations Maintenance and Engineering Support (SOMES). The purpose of the event is to provide a status of the procurement process, inform industry of program requirements, competition timeline, provide a networking opportunity, provide a question and answer session and a site visit of the NAVSOC. The incumbent contracts are N00244-08-D-0036 General Dynamics C4 Systems and N62583-12-C-0722 Rome Research Corporation. The follow-on will be pursued through full and open competition. The period of performance is one year plus four one-year options. The conference is scheduled for 22 July 2015 commencing at 0900. The event will be held at the E. Quimby Lab, Building 7020 NBVC Point Mugu, CA followed by a Site Visit of the NAVSOC, Point Mugu, CA. Each attending company will be limited to two (2) attendees. Interested parties without a DoD Common Access Card and non-RAPID Gate members will need to submit the attached base access request (SECNAV 5512/1) no later than 06 July 2015 to NAVSOC_MUGU_VAR@navy.mil. Additionally all interested parties need to submit the attached NAVSOC Visitor Notification Form 5530.2 and a list of expected attendee(s) by email no later than 12:00 PST 06 July 2015 to Keith Groves at keith.groves@navy.mil. A copy shall also be provided to Lenette Santana at lenette.santana@navy.mil. CAC/Military ID card holders need not have a sponsor but are still required to register by noon 06 July 2015. A draft Performance Work Statement (PWS) will be posted to this announcement the week of 6 July 2015. The anticipated date of solicitation posting is August 2015 with an anticipated effective award date of 01 August 2016. Please note these are only projected dates and may change. This announcement is not a contract, request for proposal, a promise to contract, or a commitment of any kind on the part of the Government. The Navy will not assume liability for costs incurred by an attendee or for travel expenses or marketing efforts; therefore, attendee cost in response to this notice is not considered an allowable direct charge to the Government. Attending companies are encouraged to bring a Capability Statement. If any vendors are unable to attend, capability statements may be forwarded via email to Lenette Santana at lenette.santana@navy.mil with the subject line NAVSOC SOMES CAPABILITY STATEMENT. Capability Statements are limited to five pages in length including a cover sheet addressing capabilities per the task requirements listed in the Draft Performance Work Statement that will be posted the week of 06 July 2015. Capabilities shall include a clear demonstration of successful performance in same or similar areas. Submittals should be in Microsoft Word or PDF format. Submittals will not be returned and respondents will not be notified of the results of the evaluation. NAVSUP FLC San Diego will utilize the information for Market Research. The Government is not obligated to and will not pay for the information received as a result of this request for Capability Statements. Capability Statements are due by 12:00 PST 29 July 2015 if not submitted at the Industry Day.
