INTRODUCTION This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Requests for a solicitation will not receive a response. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business, 8(a), HUBZone, Women Owned Small Business, Small disadvantaged business, or Small Business HUBZone business and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. INSTRUCTIONS TO VENDORS: This is a Sources Sought purely for purposes of market research. If you feel you can meet this requirement, please post a capability statement demonstrating your qualifications by 10:00 a.m. EST, 10 July 2015. BACKGROUND: The VISN 6 Education Service Line (ESL) needs services of a highly skilled and technical nature requiring in-depth knowledge of Department of Veterans Affairs (VA)/Veteran Health Administration (VHA)/VISN 6 Education and Training programs in order to successfully support continued implementation of a fully functional Talent Management System (TMS). This requirement is to support the fulfillment of both existing and expanded responsibilities related to Core Competencies/Mandatory Training requirements and TMS assignments and functionality. The TMS requires that all Training items housed in this system not only 1) meet rigorous 508 compliance standards, but also that they are 2) appropriately coded and restructured using a highly complex software taxonomy that requires extensive technical knowledge, 3) the user groups are appropriately identified and coded and the 4) educational content is appropriately designed and is both current and relevant to the target audience. The vendor shall be a key to managing workforce orientation and development activities which both directly and indirectly impact employee performance and enable the VISN 6 work force to address our core mission of providing safe and effective quality patient care. QUALIFICATIONS Contractor shall have full knowledge of the responsibilities, duties and reporting requirements of the VISN 6 Education Service Line and understand the mission and responsibilities of the service line and how that is supported by the TMS at both the VISN and Facility level. Contractor shall have highly specialized knowledge in the current VA/VHA/VISN 6 systems for distance learning, primarily, but not limited to TMS, and be able to assist others to develop educational content for use with these technologies. Contractor shall have extensive technical knowledge and expertise related to Program and Content management within the VA TMS system and must have recognized certification at the Domain and Learning Manager Levels. Contractor shall have specialized knowledge in Program Development and Evaluation Methods and specific knowledge of the recurrent Programs that are offered and maintained through the VISN 6 ESL. Contractor shall have the ability to apply 508 compliance regulations to programs using a variety of delivery modes in order to adapt these as indicated for interface with the TMS. Contractor shall be able to work an average of 20 hours/week and to expand or contract that schedule on a weekly or daily basis as workload demands. Contractor shall be able to travel intermittently to fulfill basic responsibilities. Contractor shall be familiar with and shall have previously performed the tasks outlined below. DUTIES and TASKS Contractor shall work with VISN and facility based Designated Learning Officers (DLOs), the VISN ESL Manager and other VISN 6 Program Officials, TMS Staff and any other designated individuals to ensure that the TMS Transition proceeds expeditiously and effectively. Contractor shall participate in all TMS and other Program related meetings and Conference calls and adapt TMS transition strategies, methods or responsibilities as indicated. Contractor shall work with Education, HR and Program staff to develop curricula that address required and desired training for specific occupational groups and roles. Contractor shall assist in developing service specific Competency Models and activating the TMS based competency development and tracking function as it comes on line. Contractor shall participate in developing a Program Evaluation System using the Kirkpatrick Evaluation Model to review and improve existing Educational Programs
