8(a) Contract for Janitorial & Grounds Maintenance Services to Support the 81st Regional Support Command throughout FL PURPOSE OF THIS ANNOUNCEMENT: This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. Interested parties are advised to review this announcement (and attachments) fully and carefully. INQUIRIES : Offerors with technical inquiries shall submit their inquiries in writing via "Bidder Inquiry" in ProjNet at www.projnet.org\projnet. The bidder inquiry key is H3JMKB-T6FP5H. The government reserves the right to decline addressing certain questions. Further, no questions, unless in the government's interest, will be answered any later than ten business days prior to the stated deadline for offers. All Offerors are encouraged to register on ProjNet for alerts so as to stay abreast of Q&A's that are posted in reference to this solicitation. Only self-registered users on ProjNet can submit & review inquiries. To self-register, go to the webpage, click BID tab, select Bidder Inquiry, select agency USACE, enter the key for this solicitation listed above and your email address. After initial login, enter all the required information to create your user ID. Verify the information on the next screen and from there you may submit and view inquiries. Those submitting inquiries will receive a system generated email notification when their inquiry has been processed and answered. It is the Offeror's responsibility to monitor for inquiries and responses. ****DETAILS SURROUNDING THE ORGANIZED PRE-PROPOSAL CONFERENCE AND FULL SITE VISITATION SCHEDULE ARE POSTED BELOW & ATTACHED.**** ****DRAFT RFP DOCUMENTS ARE POSTED. SEE BELOW & ATTACHED.*** ****THE FOLLOWING ITEMS THAT WERE DISCUSSED/PROVIDED AT THE PRE-PROPOSAL CONFERENCE ON JUNE 22, 2015 ARE NOW POSTED: 1) THE PRE-PROPOSAL CONFERENCE LIST OF ATTENDEES, 2) THE MISSING SECTION L APPENDICES, AND 3) THE SITE VISIT SCHEDULE WITH ADDITIONAL INFORMATION.**** INFORMATION ABOUT THE SERVICES TO BE PROCURED: The intent of this solicitation is to acquire janitorial and grounds maintenance services at multiple sites throughout the state. The Contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary. Full details will be provided in the PWS, which will be posted with the formal RFP. The places of performance will be at following the installation sites. IMPORTANT: The Government is seeking one prime contractor to manage the performance of these services at all these locations. If there is insufficient response to indicate there are potential qualified 8(a) offerors that can accomplish all these locations, the Government may elect to divide the region into smaller sections such that there isn't an unacceptable performance risk. PLACES OF PERFORMANCE / LIST OF SITES & INCUMBENTS: A list of sites and existing contracts & incumbents (MS Excel Spreadsheet) is attached. Note that there is a tentative start date assigned to each site for janitorial and grounds maintenance services. This information is provided for planning purpses only and will be finalized in the formal RFP (date TBD). PLANNED SOLICITATION : A pre-solicitation announcement will follow this announcement, and the solicitation will follow after that, no sooner than 15 days later. For planning purposes, the following anticipated dates are provided below. These are subject to change, however at this time this is the best estimate of the acquisition milestones between now and contract award. PRESOLICITATION / DRAFT RFP : A draft version of the RFP and details pertaining to the organized site visit / pre-proposal conference. THE DRAFT RFP DOCUMENTS ARE POSTED. ORGANIZED SITE VISIT / PRE-PROPOSAL CONFERENCE : The Government hosted a an initial site at a single key location in FL. The site visit also involved a pre-proposal conference to provide an Opportunity for the Government and the prospective Offerors to review the RFP together. The time/date/location details for the organized site visit / pre-proposal conference are as follows: Time/Date : June 22, 2015 at 9:00AM (Eastern Time) Location : Taft USARC (FACID 023) 2800 Dowden Road Orlando, FL 32827-5299 Map URL: http://goo.gl/maps/sP2eV POC Info for directions or access : RFOS Ariston "Livy" Livica (813)835-2244, (803)354-1246 or Facility Coordinator: SFC Kevin Johnson (407)240-5939 x2325 SITE VISIT SCHEDULE FOR REMAINING SITES: The initial site visit will tour only one location, but is expected to be indicative of the types of services required at all other locations. The other sites throughout the region that will fall under the contract resulting from this solicitation will be made available for Offerors on the days that follow the initial site visit. A full schedule of when those locations will be made open for visitation IS NOW POSTED AS AN ATTACHMENT (MS Excel Spreadsheet). Prospective offerors are expected to attend AT LEAST the initial site and strongly encouraged to visit all the other locations pursuant to FAR 52.237.1--this will allow them the best opportunity to fully understand the scope of this project and anticipate the related costs in order to provide the best possible value to the Government. ***The site visit schedule posted with this announcment is a list of the only guaranteed times that Offerors will be able to visit each facility. However if you are simply unable to accomplish visiting any certain site during the posted time/date window, please coordinate with 81st RFOS Ariston "Livy" Livica (813.835.2244 or 803.354.1246) and the 81st will make every possible effort to accommodate your visit at another time/date.*** FINAL SOLICITATION : The formal solicitation is currently estimated to be ready and will post, at the latest, around the week of July, 13 2015. PROPOSAL DUE DATE : Currently, it is estimated that proposals will be due on/around July 31, 2015. If there are major revisions to the RFP between draft and final versions, the due date may be extended. IMPORTANT : The solicitation will be competitive 8(a) set aside (reference FAR 6.204 and FAR 19.805). PLANNED CONTRACT INFORMATION : The intent is to issue a Firm Fixed Price (FFP) contract for recurring services, with an Indefinite Delivery Indefinite Quantity (IDIQ) component for additional non-recurring services. The planned duration for this contract is a total of five years, consisting of a one year base ordering period plus four options for ordering periods of one year each.
