- HQMC/MCICOM GF Energy Support MCICOM/GF requires specialized services for its Energy Programs that provide a full range of technical, functional, and managerial expertise that supports all MCICOM installations and facilities throughout the region. These services are specialized support to conduct technical evaluations in energy consumption, integration analysis for efficiencies, recommendations and surveys, and assistance with project identification and valuation for risk assessment and return on investment as related to the five facets of the Energy Program, which includes: Energy Ethos: Development of a Corps-wide "energy ethos" campaign based on the common understanding that the efficient use of vital energy resources has a positive impact on Marine Corps readiness resulting in a systematic strategic communication/advertising campaign to promote Energy and resource-conscience behavior in every action. Energy Information: Collecting and providing data on installed building technologies associated with building metering and control systems to support system accreditation to be on the network. This will allow energy-use information to be readily available through "smart" building metering and control systems for decision makers to provide informed decisions on energy related activities. Energy Efficiency: Provide analysis and recommendations for energy projects or modifications to buildings and business practices designed to enhance awareness and provide opportunities for energy efficiency or decreased energy consumption. Support implementation of management practices and energy efficient technologies that maximize savings for investment into future operational capabilities. Renewable Energy: Conduct cost benefit analyses and return on investment studies on renewable energy and alternative fuel resources, utility cost, energy security and engineering activities to provide managers with decision-based, executable energy projects for the USMC to consider for program integration, to include land-use analysis and encroachment implications. Energy Security: Conducting studies on the interlocking "grid" of infrastructure and providing analysis and solutions to optimize "micro-grids" and the use of alternate energy during times of emergency in support of mission assurance and a reduction on the dependence of external energy suppliers through efficiency and on-site energy generation. The objective is to provide MCICOM GF-1 report deliverables that assess and analyze viable Marine Corps Energy infrastructure, policy and strategy as well as demonstrate sustained progress in meeting energy goals and mandates. These deliverables will enhance the correlation and application of decisions that target energy investments. Critical to this support effort is assisting MCICOM with identifying, developing and executing Material (Technology) and Non-materiel (process and behavior) solutions to create a resource conservation culture, achieving the Commandant of the Marine Corps' vision of an ‘Energy Ethos,' where judicious usage of energy and water resources is learned and practiced at home and transfers to actions on the battlefield. A detailed analysis will be conducted for the following: MCICOM Installations Energy Strategy; MCI Energy Strategies; Energy Training and Strategic Communications, Energy Project Analysis; Industrial Control Systems (ICS); MCICOM Energy Reporting and Analysis; and Energy Security Assessment. These cumulative analyses efforts will lay the foundation for and identify the investment and training plan that contribute to overall energy security at the Installations, reducing or mitigating mission vulnerability to manmade or natural disaster. In addition, the Contractor shall provide database development and analysis for Marine Corps-wide utility data, program analysis, information management, and conservation data collection and analyses in support of the Utilities, Energy and Water Provisioning and Conservation programs.
