Description
This notice announces the intent by the U.S. Army Medical Acquisition Activity (USAMRAA), 820 Chandler St, Fort Detrick, Maryland, 21702, intends to award a sole source contract to Shoreland, Inc. for Travax COTS Enterprise license plus maintenance for the Department of Defense (DoD), Defense Health Agency (DHA). The proposed contract action is for supplies for which the government intends to solicit and negotiate with only one source under the statutory authority 10 U.S.C. 2304 (c)(2). The FAR citation is 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. DHA has an overarching requirement for an internet accessible, subscription-based, international travel medicine awareness COTS solution that will complement DoD medical information sources. Travax, the sourced solution, utilizes quote mark open source quote mark materials, and combines international health information with information from less available sources such as multi-national commercial organizations. Travax includes a well-developed imbedded toolset which provides a broad spectrum of health related information to a wide range of subscribers. The Joint Operational Medicine Information System (JOMIS) is a constantly expanding federation of information systems; that is, a set of medical information systems that are tailored and integrated to support care providers who provide urgent medical treatment and care of U.S. personnel and to support medical management decision makers in a theater environment. Systems are deployed on Service provided computer hardware and communications infrastructure in accordance with individual Service requirements. This COTS Publication will support the MSAT application which accumulates and provides force health protection information that is needed for pre- and post-deployment medical care information. Medical Situational Awareness in Theater (MSAT) also responds to specific requests for information from a broad spectrum of Continental United States (CONUS) or Garrison (pre-deployment) medical authorities. This award provides for Travax commercial-off-the-shelf (COTS) Enterprise license plus maintenance activities to the DoD and the Services. This award provides for an enterprise license to support the MSAT application and to respond quickly to other medical situational awareness requests received from DoD. An RFQ will be issued on a sole source basis. The North American Industry Classification System (NAICS) for this requirement is 519130 and the size standard is 500 employees. This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a). USAMRAA intends to publish a solicitation no sooner than 15 days after publishing this synopsis. This Special Request for Information is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as sole source. Interested concerns must identify their capability to the above email address no later than 8:00 AM Eastern Time, 14 July 2015.
