- The Naval Special Warfare (NSW) Command, Contracting Department, San Diego CA 92155 intends to award a Full and Open Competition, Firm Fixed Price Contract to an Air Mobility Command (AMC) / Commercial Airlift Review Board (CARB) certified commercial carriers for parachute operations training. This requirement is for a contractor to provide airlift for military free fall (MFF) curriculum that strengthens the basic parachuting skillset while addressing air operations gaps in training, requirements for military air lift. Contractor shall also provide the following: • Personnel, facilities, and airlift (not otherwise provided by the Government) necessary to provide military free fall proficiency training. • The class size is 50 personnel during each period of performance of training. • Contractor shall provide a minimum of ten (10) lifts per day. • Aircraft, aircrew, drop zone, classrooms, and covered parachute packing space in support of training to be available from 0600 until completion of training but not later than 2400 hrs. Training hours can be day or night as required to meet the intent of the training exercise. • The following training dates:  20 - 24 July 2015 (Mon. - Fri.)  29 July - 5 August 2015 (Wed. - Wed.) The services will be acquired in accordance with the Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items and FAR Subpart 13.5, Test Program for Certain Commercial Items. Training shall be conducted at the contractor facility or airfield. Contractor facility or airfield shall be within 75 miles of JEB, Virginia Beach, VA. The North American Industry Classification System (NAICS) code for this acquisition is 481219. The size standard is $15 Million Dollars. A complete Request for Proposal package will be available for downloading at the FBO website: http://www.fedbizopps.gov on or about 01 July 2015. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above sites; this office will no longer issue hard copy solicitations. By submitting an offer, the offeror is self-certifying that neither the requestor not the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contrast from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
