- The U.S. Army Corps of Engineers - Norfolk District is issuing a pre-solicitation notice for Boundary Wall Repair at Arlington National Cemetery (ANC), Arlington, VA. The work consists of providing all materials, labor, equipment and personnel to dismantle and reconstruct, approximately 5,500 linear feet of the installation's westward perimeter wall. The work includes dismantling and rebuilding the existing wall using the dismantled stone from the ground up with a reinforced concrete footer and retaining wall up to the level of the higher ground on the Joint Base Myer-Henderson Hall side of the wall. Reused stone will be cut, chipped, and chiseled as needed to rebuild the wall in a similar look to existing conditions to include "raised beaded" grout joints between the stones. The work will take place along Cemetery sections 13, 15, 16, 17, 18, 19, and 44. The solicitation number will be W91236-15-R-0035. This is set-aside for small business contractors. The applicable NAICS code is 237990 with a Small Business Size Standard of $36.5M. All responsible sources may submit a proposal which will be considered by Norfolk District. The magnitude of this project is between $10,000,000.00 and $25,000,000.00. The government intends to award a firm-fixed price contract to the lowest price offeror that demonstrates applicable stone mason capability qualifications which will be defined in the solicitation. The Government intends to phase this project into four (4) phases. The anticipated period of performance includes base work with an anticipated completion period of 180 days and three (3) optional phases, which could increase the completion period by 270 days if all options are exercised. The solicitation will be issued electronically and will be available on Federal Business Opportunities (FBO), http://www.fbo.gov, on or about 3 August 2015.
