- PDF of Presolicitation Notice text Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS), on behalf of the Substance Abuse and Mental Health Services Administration (SAMHSA), intends to sole source to: National Academy of Sciences 2101 Constitution Ave NW Washington, DC 20418 SAMHSA seeks to participate in the National Academy of Science (NAS) Institute of Medicine (IOM) study to produce a comprehensive report on the state of the science and policies related to mental health and substance abuse prevention programs that can be sustained and integrated, particularly in the context of the Affordable Care Act (ACA). The NAS/IOM is uniquely qualified to provide this service because one of the NAS/IOM's purposes is to advise the government on issues of science, medicine, and technology. Additionally, NAS/IOM is uniquely qualified because it has the unique ability to assemble the nation's most eminent scholars and experts, who are appointed by the NAS President, to provide their expertise without compensation on committees and boards, which render advice and guidance of the highest quality and unparalleled objectivity to address national issues of high priority. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement that speaks to the services SAMHSA is seeking in this proposed acquisition. The email subject line must reference SAM155261. All responses are due by July 14, 2015, 1:00 PM Eastern Time and can be sent to Khristine Agnello at Khristine.Agnello@psc.hhs.gov. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the Government.
