- The U.S. Army Medical Research Acquisition Activity, 820 Chandler St., Fort Detrick, Maryland, 21702, intends to award a sole source contract to Carl Zeiss Meditec, Inc. (ZEISS) for repairs, upgrades, and maintenance services on a ZEISS Cirrus HD-OCT 4000 for the U.S. Army Aeromedical Research Laboratory (USAARL). The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the statutory authority 10 U.S.C. 2304 (c)(1). The FAR citation is 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. As the original equipment manufacturer (OEM), ZEISS is uniquely qualified to perform repairs, upgrades and preventive maintenance (PM) services on the very delicate and advanced Cirrus HD-OCT 4000 system (Serial number 4000-8621) and its associated software. Due to the highly specialized nature of the ocular imaging experiments being conducted, it is essential to maintain system operability. ZEISS is the only firm with the capability and rights to provide the maintenance, repairs, and software updates required to ensure continuous operation of the system. No other firm has the technical ability to work on the system and the required access to proprietary software updates. RFQ W81XWH-15-T-0184 will be issued on a sole source basis. The North American Industry Classification System (NAICS) code for this requirement is 811219 and the small business size standard is $20.5M. Any sources that believe they are eligible to provide these services must respond in writing or respond to the RFQ. Responses must be supported with clear and convincing evidence which articulates the ability to perform the services outlined above. A request for documentation will not be considered an affirmative response. Information received will be considered solely for the purposes of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects fifteen (15) days after the publication of this notice, the purchase order will be awarded without further remark. Interested concerns must identify their capability to the above email address no later than 4:00 PM Eastern Time, 13 July 2015.
