- This synopsis is being posted to the Federal Business Opportunities (FBO) page located at http://www.fbo.gov. It is understood that FBO is the single point of entry for posting of synopsis and solicitation to the internet. The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) Code 4124 has a requirement to test, evaluate repair, and provide replacement units DDPT's and Pressure Switches in support of the Los Angeles and Virginia Class submarines VLS. Completion of all efforts under this contract is five years from date of award (Estimated 1 March 2016 through 30 September 2020). The above services and materials will be solicited on an unrestricted basis. The NUWCDIVNPT Office for Small Business Programs concurs with the set-aside determination. The Contract Line Item Number (CLIN) structure is as follows: CLIN 0001 Evaluation CLIN 0002 Repairs CLIN 0003 Replacement units The Naval Undersea Warfare Center Division Newport, RI (NUWCDIVNPT) intends to award a Sole Source Requirement to Omegadyne, Inc. The contract shall provide the evaluation and repair services and replacement units. Omegadyne is the only company that can meet the Government's requirement because it owns the proprietary rights to its pressure switch design which is required for performance on the Virginia Class VLS. The Government determined developing, testing and qualifying another design cannot meet the Governments cost or schedule requirements. The anticipated solicitation release date is August 1, 2015. The resulting contract will be an indefinite delivery, and indefinite quantity contract with Firm Fixed Price provisions. The period of performance is date of award through 60 months thereafter. Capabilities statements will be considered in the interest of competition. The capabilities statements shall detail the proposed alternate solution and why how it meets the Government's needs. Capabilities statements must be submitted to the negotiator via email at eileen.emond@navy.mil and the contracting officer at andrew.c.nagelhout@navy.mil by 7/14/15.
