Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E638, Bethesda, MD 20892, UNITED STATES Description National Cancer Institute (NCI), Division of Cancer Epidemiology & Genetics DCEG), Epidemiology and Biostatistics Program (EBP), Infections and Immunoepidemiology Branch (IIB) plans to procure on a sole source basis services related to the measurement in levels of aflatoxin compared to Gallbladder Cancer from Johns Hopkins University, 615 North Wolfe Street, Baltimore, MD 21205. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1) and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 621511 and the business size standard is $32.5 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance is twelve (12) months from date of award. It has been determined there are no opportunities to acquire green products or services for this procurement. IIB's research mission is to discover infectious causes of cancer, to elucidate the determinants of malignancy for established oncogenic infections, to uncover novel infection-cancer associations, and to clarify how alterations in immunity and inflammation relate to cancer risk. IIB investigators collaborate with researchers from a variety of disciplines in the U.S. and abroad. In addition to epidemiologic and clinical data, many IIB field studies include an extensive biological specimen collection component that allows for careful molecular testing to better define both exposures and outcomes of interest. Gallbladder cancer (GBC) is the 5th most frequently diagnosed GI malignancy and is the most common biliary tract cancer. However, knowledge about etiology is limited, particularly given the rarity of this cancer in Western countries. Gallstones (GS) are the most important risk factor for GBC, but little is known about other risk factors that contribute to the development of GBC among GS patients. Exposure to aflatoxin is associated with increased risk of liver cancer and has been shown to increase cellular proliferation in the biliary tract in monkeys and humans. The excretion of aflatoxin into bile can lead to high concentrations in the biliary tree. While aflatoxin exposure has been associated with gallbladder carcinogenesis in primates, its association with GBC in humans is not clear. Contractor shall measure AFB1-adduct levels in serum from 250 gallbladder cancer cases, 250 gallstone cases, and 30 blinded QCs, and 100 additional aflatoxin samples in order to test the hypothesis that aflatoxin exposure is associated with gallbladder cancer. Contractor shall produce an encrypted data file (i.e.: pdf, excel, word etc.) showing AFB1-adduct levels/results from: •530 aflatoxin lysine analyses by MS •100 aflatoxin samples This is a follow-up study and results must be run on the same assay to be comparable. In addition, the staff at Johns Hopkins contains the world's leading expert in aflatoxin exposure and members have published on the capacity of their assay to detect low levels of aflatoxin exposure. Finally, the laboratory at Johns Hopkins in the only known laboratory in the world that can perform this task. This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 8:00 AM EST, on July 10, 2015. All responses and questions must be in writing and faxed 240-276-5401or emailed to Chad Shearer, Contract Specialist, via electronic mail at chad.shearer@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration and the Online Representations and Certifications Applications through the system for Awards Management website (sam.gov).
