Description
The Naval Air Warfare Center Weapons Division China Lake, California (CA) intends to procure a Cost Plus Fixed Fee (CPFF) Indefinite Delivery Indefinite Quantity (IDIQ) type contract on an other than full and open competition basis in accordance with FAR 6.302-1 from Raytheon Company, Space and Airborne Systems Division, 2000 East El Segundo Blvd, El Segundo, Ca 90245. This requirement is for a five year period of performance. This procurement is for technical services for the F/A-18 and E/A18-G Sensor System software and hardware to incorporate updates, improvements, and enhancements of tactical capabilities. The sensor systems include legacy AN/APG-65, AN/APG-73 radars, AN/APG-79 radars, and AN/ALR-67(V) 3 electronic warfare system. The contractor shall provide technical support for hardware and software anomaly investigation, design, development, documentation, integration, test, and evaluation of systems and support equipment as a result of the F/A-18/ and EA-18G lifecycle. Raytheon Space and Airborne Systems Company (SAS) is the original and sole designer, developer and manufacturer of the AN/APG-65, AN/APG-73 and AN/APG-79 sensor systems, and the AN/ALR-67(V)3 RADAR Warning Receiver. The Government does not possess adequate technical data or the rights necessary to competitively award this requirement. Solicitation N68936-15-R-0075 is to be issued and posted on the Navy Electronic Commerce Online website at http://www.neco.navy.mil and the FEDBIZOPPS website at http://www.fbo.gov/ on or about 7 August 2015. Estimated award date is 04 November 2015. Delivery requirements shall be F.O.B. Destination China Lake, CA. All responsible sources may submit a written proposal which shall be considered by the Agency. This notice is not a request for competitive proposals; however, any firm believing they can fulfill the requirement may submit a written response which shall be considered by the Agency. The written response shall reference solicitation number N68936-15-R-0075 and clearly show the firm's capability, background, experience, and assets necessary to meet the requirement without compromising the quality, accuracy, reliability, and delivery of the product and without substantial duplication of cost to the Government.
