Wage Determination Quality Assurance Surveillance Plan (QASP) Performance Work Statement (PWS) Traffic Light Maintenance Solicitation COMBINED SYNOPSIS/SOLICITATION Issued By: 633d Contracting Squadron/LGCD 30 June 2015 74 Nealy Avenue Langley AFB, VA 23665 RFQ NUMBER: FA4800-15-T-0006 TITLE: Traffic Light Maintenance This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ) in accordance with (IAW) FAR 13.5 procedures. Submit only written quotations for RFQ FA4800-15-T-0006 in response to this solicitation. The solicitation document, incorporated provision and clauses are those in effect through the Federal Acquisition Circular FAC 2005-82-1 Effective May 7, 2015. This acquisition is set-aside for Small Business under NAICS code 238210 with a $15M size standard. 1. DESCRIPTION: See Attachment 1 -Performance Work Statement (PWS) for detailed description of services. The government requires the following items: This requirement is for the annual inspection and preventative maintenance/repair of all seven (7) traffic signal systems including associated controllers, conflict monitors, light heads, crosswalk lights, cross walk controls, sensor loops and emergency vehicle preemption systems (EVP) on Langley AFB, VA. In addition, the contractor shall program controls to timing schedules, maintain the fire department emergency traffic control system, and provide service calls in the event of required maintenance, or malfunctions, for the period 1 Oct 2015 through 30 Sep 2020 in accordance with the PWS. This RFQ is for one (1) base year plus four (4) one (1) year options and contains four (4) line items. The line item description is as follows: CLIN 0001 Annual Inspection and Preventative Maintenance - Qty: 1 EA CLIN 0002 Service Calls Standard Hours - Qty: 50 HRS CLIN 0003 Service Calls Non-standard Hours - Qty: 25 HRS CLIN 0004 Repairs to include Parts and Materials - Qty: 1 LOT a. Base Year: 01 October 2015 - 30 September 2016 b. Option Year One: 01 October 2016 - 30 September 2017 c. Option Year Two: 01 October 2017 - 30 September 2018 d. Option Year Three: 01 October 2018 - 30 September 2019 e. Option Year Four: 01 October 2019 - 30 September 2020 2. SHIPPING INFORMATION: Place of delivery/performance is Langley AFB, VA. All services will be received at FOB destination. This contract will be administered by: 633 CONS/LGCD 74 Nealy Ave Hampton, VA 23665 Phone: 757-225-2295 3. Incomplete quotes will not be evaluated for consideration of award. FAR 52.212-1(f)). NOTICE TO OFFEROR(S): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. All contractors must be registered in the System for Award Management http://www.sam.gov database prior to any contract award.
