This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-82 and Department of Defense FAR Supplement DPN 20150602. This solicitation and resultant contract is conducted as a 100% small business set-aside under full and open competition using NAICS code 541519 and the associated small business size standard is $27.5M. All responsible small business sources may submit an offer which shall be considered by the government. The Western Regional Contracting Office, EACH Contracting Cell, Fort Carson, CO is seeking to purchase Web-Based Staff Scheduling Software and associated subscriber services. All interested companies shall provide quotations for the following: Line ItemDescriptionQuantityUnit PriceTotal Price 0001Web-Based Staff Scheduling Software and Subscriber Services for the Department of Emergency Medicine, Evans Army Community Hospital, Fort Carson, CO. -Must support up to 10 provider shifts per day with a provider pool 50 providers. Have the capability to provide continuous coverage and schedule variable shift lengths in multiple ER sections. -Must be able to customize scheduling based on the various provider types (Military physicians, Government Civilian physicians, contractor physicians, Physician Assistants, etc.) For example, PA John Doe and PA Jim Smith cannot be automatically scheduled without customizing that Smith cannot work in main ER, only in FT; while MAJ Payne l can only work in Main ER and can only work specific double covered shifts. -Must allow all providers and administrators web-based access to online schedule to make shift trades, post open shifts, and pick up shifts. -Must provide communication via email, text messaging, and phone systems to all providers and administrators for easy communication of schedule changes. -Must be able to sync with any third party calendar software system and web-based staff scheduling software to allow for the viewing and export of schedules. -Must print to PDF file format and be able to print reports by month based on number of hours and types of shifts worked by provider. -Must have the capability to determine which provider has the worst schedule and the capability to determine a fair and balanced provider schedule. The government will evaluate information based on the following evaluation criteria: (1) Technical capability meeting or exceeding the requirement plus past performance using PPIRS, PPIRS-SR, FAPIIS or other means, and (2) price. The following solicitation provisions apply to this acquisition: a.FAR 52.212-1, quote mark Instructions to Offerors-Commercial Items quote mark (April, 2014) applies to this acquisition and the following addenda is provided. Addendum to 52.212-1: This procurement is for Web-based Staff Scheduling Software and update subscriber services. The software must be covered by the offeror's warranty. Offeror shall be an authorized dealer, authorized distributor, or authorized reseller for the proposed Web-based Staff Scheduling Software such that the offeror's warranty and services are provided and maintained by the offeror. All software licensing, warranty, and service associated with the Web-based Staff Scheduling Software shall be in accordance with the offeror's terms and conditions. Offerors are required to submit documentation from the vendor stating that they are an authorized dealer, authorized distributor, or authorized reseller for the specific items being procured. Paragraph 52.212-1(c), Period for Acceptance of Offers. Replace with the following: Government Minimum Acceptance Period. The offeror agrees to hold the prices in its offer firm for 90 calendar days from the date specified for receipt of offers, unless the Government specifies another time period in an addendum to the solicitation. The Government will not consider offers providing less than 90 calendar days for Government acceptance. Paragraphs 52.212-1 (d), (e), (h), (i) are deleted. Paragraph 52.212-1(m), Filing of Agency Protest. Add the following: Protests received at a level higher than the contracting officer will be referred to the contracting officer. Protestor may request a review by the contracting officer or an independent review at a level higher than the contracting officer. Requests for appeals or independent review will be addressed to the contracting officer for referral to the review authority. Questions on this process will be referred to the cognizant contracting officer identified in the solicitation. Paragraph 52.212-1(n) The non-FAR Part 12 discretionary FAR, FARS, AFARS, and MEDCOM provisions included herein are incorporated into this solicitation either by reference or in full text. If incorporated by reference, see provision 52.252-1 for locations where full text can be obtained. The provision at 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. The specific evaluation criteria to be included in paragraph (a) is as follows: Award will be made using Lowest Price Technically Acceptable (LPTA) process. Offerors shall include a description not to exceed four pages (front and back) of the proposed Web-based Staff Scheduling Software and their subscriber services, the offeror may submit product literature in lieu of the written description. The written description or product literature will be evaluated against the salient characteristics provided in CLIN 0001in the synopsis/ solicitation. Additionally, past performance will be evaluated as quote mark pass quote mark, quote mark neutral quote mark, or quote mark fail quote mark. To quote mark pass quote mark the offeror will have provided Web-Based Staff Scheduling Software Services within the last three years. Past performance will be based solely on information found in PPIRS, PPIRS-SR, and FAPIIS. Offerors with no relevant past or present performance history shall be treated neither favorably nor unfavorably. Award will then be made on the basis of the lowest evaluated price of offers meeting or exceeding the technical acceptability standards. Technical acceptability, for relative importance, is the same as price. The government intends to award a contract without discussions with respective offerors. The government, however, reserves the right to conduct discussions if deemed in its best interest. Paragraphs (b) and (c) will be used and remain unchanged.
