- SEE ATTACHED FOR FULL SCOPE OF WORK, INSTRUCTIONS, EVALUATION CRITERIA, AND ALL PROVISIONS/CLAUSES This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. This requirement is being solicited as a small business set aside. The solicitation number for this request for proposals (RFP) is W913E5-15-R-0004. The associated North American Industry Classification System (NAICS) code is 541380, which has a size standard of $15 Million. The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL), has a requirement for extractable petroleum hydrocarbon (EPH) and volatile petroleum hydrocarbon (VPH) testing on 334 soil samples taken from both the Navy Arctic Research Lab (NARL) site in Barrow, Alaska and a remediation study conducted at CRREL laboratories. The Contractor shall provide all resources necessary to accomplish the tasks as described in the Performance Work Statement (PWS). Please reference the attached RFP for the PWS, as well as all applicable provisions and clauses. Award will be made to the lowest-priced, technically acceptable offeror. Technical: To be determined technically acceptable, the offeror's proposal must include the following: 1. Receipt of required accreditation; 2. Affirmation of the offeror's ability to meet the required delivery terms for all aspects of the requirement; and 3. Proposed methodology meeting the minimum standards of EPA 3630 and 5035/5030.
