- This Sources Sought Notice is being released pursuant to Federal Acquisition Regulations (FAR) Part 10 Market Research. The information collected through this process is determined to be market research as described by FAR 2.101 and in accordance with FAR 10.002. This is NOT a Request for Proposal (RFP), and nothing shall be construed herein or through the Sources Sought process to commit or obligate the Government to further action. In addition, vendors responding to this notice shall bear all risks and expenses of any resources used to provide the requested information. The submission of capability information in response to this market survey is purely voluntary. Any information provided by the Government at this time is preliminary and may be updated or changed prior to release of a formal RFP. The Department of Interior, Interior Business Center, Acquisitions Directorate is issuing this Sources Sought Notice, on behalf of the Defense Advanced Research Projects Agency (DARPA), to identify qualified and responsible small business vendors who have an interest in and possess the resources to provide Advisory and Assistance Services (A&AS) for the combined functions supporting the DARPA Mission Services Office (MSO) and Directors Office (DIRO). If the results of this market survey indicates there are an insufficient number of small business qualified that can support this proposed effort, the Government will consider issuing a full and open solicitation. Background DARPA serves as the research and development (R&D) organization in the Department of Defense (DoD) with a primary responsibility of maintaining United States (U.S.) technological superiority over our adversaries. Vision DARPA has an enterprise approach to mission accomplishment by selecting responsive, performance focused, responsible suppliers with fair and reasonable pricing that will satisfy the stated requirements on time. The DARPA goal is to meet requirements, deliver business process innovations, provide value to the mission, increase flexibility to respond to changing DARPA requirements, and reduce administrative burdens. The government expects world-class customer service delivered by highly qualified staff dedicated to the development, implementation and maintenance of efficient and effective programs and services. The Contractor is required to provide a high quality professional staff that uses teamwork to accomplish the necessary work, continuously strives to improve the work process, provides the highest quality customer service and accomplishes tasks on time using initiative, innovation and cost consciousness. Scope of Work Contractor support services are required to support the DARPA enterprise and technical offices by providing administrative management and general consulting management services. The Contractor must function as a coordinated team in grasping complex concepts, applying critical thinking, conducting strategic planning, performing analysis, communicating effectively, and working seamlessly across the breadth of different functional areas. The Contractor must be of the size, equity, and experience to manage the entire portfolio of services provided. The Contractor shall have reach-back and/or inherent contractual capability to provide for rapid ad-hoc and high quality support. To ensure continuity of services, the Contractor shall ensure that they have identified readily available backup on-site personnel to ensure continued quick response during peak period surges or employee absence. This contract will require contractors to provide expertise and experience to accomplish a broad range of technical and administrative services. The level of effort anticipated for this contract corresponds to the amount of research activity at DARPA. Services The Contractor will be required to work and cooperate with DARPA personnel, other Federal and DoD representatives, and other contractors and consultants supporting DARPA. Work will include attending and participating in joint meetings and work teams, supporting external and internal reviews, inspections, audits, joint program offices and business process studies. From time to time emergency or special situations may require the contractor to make immediate changes in operational procedures, processes, plans, deployment, and staffing levels to meet the specific situation. Changes shall be coordinated with the Contracting Officer or the Contracting Officer Designee. There are approximately 107 contractor full time equivalents (CFTEs) supporting the DARPA MSO and DIRO currently. The Contractor shall provide support functions to manage daily operations, to include human resource and general council support, managing all Congressional engagements and interfaces, handling all aspects of public affairs and strategic communications, providing interface, response, and access to information about DARPA, reviewing all requests for public release of information, and assisting with the coordination of communication and information exchange with DARPA and the operational liaisons to the Army, Navy, Air Force, and Marine Corps regarding their respective Services requirements, acquisitions, and operational communities. The contractor shall also assist in coordinating DARPA activities with the Office of the Secretary of Defense and providing the interface between DARPA and intelligence community. The Contractor shall perform functions in support of MSO enterprise contract and financial planning, administration of the Defense Travel System Helpdesk and travel training, permanent change of station, and Intergovernmental Personnel Act travel, management of the Government Travel Charge Card program, oversight of commercial reservations and ticketing, and official passports and visas. The Contractor shall provide support functions to include but not limited to external agency reviews, the managers Internal Control Program, internal process assessments, the information technology configuration control board, Agency policy, directives, instructions, forms, management of the public release process, research services, records management and retention, Defense Technical Information Center account management, and Defense Message Services. DARPA currently operates out of the DoDs only Leadership in Energy and Environmental Design (LEED) platinum facility for tenant interiors and LEED Gold for Base Building in the National Capitol Region (NCR). The facility support requirements for the DARPA facility, with such a large array of classified programs and contractors. The support Contractor shall demonstrate a thorough understanding of the planning, organizing, staffing, directing, and controlling and execution activities associated with the provision of facility and logistics services for a multi-level secure LEED facility. These services include but are not limited to space planning and utilization, infrastructure project generation and management, corrective and preventive maintenance coordination, lease management, janitorial quality control, furniture, furnishings and equipment management, energy conservation, safety/OSHA and special event support, conference center, graphics, logistics managment, mail, document reproductions, photo/video and digital signage. The Contractor shall provide support functions to include but not limited to executive administrative support and executive briefing coordination support, to special project offices for external agencies sponsored in the DARPA facility. Security Clearances All personnel, to include part-time personnel, shall possess a Final or Interim SECRET clearance prior to commencing work onsite at DARPA under this contract. Some positions will require a final TOP SECRET with SCI and SAP eligibility. The Contractor shall have, prior to award, a TOP SECRET facility clearance granted by the DoD, Defense Security Service. Location DARPA facility located at 675 North Randolph Street, Arlington, VA 22203-2114. Contract Type The Government is contemplating a single award, stand-alone, non-commercial, performance based, hybrid contract which includes firm fixed price, time and materials, and cost reimbursement contract line items. Therefore, in accordance with FAR 16.301-3 Limitations, the contractors accounting system must be adequate for determining costs applicable to the contract. Appropriate Government surveillance during performance will provide reasonable assurance that efficient methods and cost controls are used. Submission Instructions 1. All responses are limited to ten (10) single sided pages including all attachments, charts, etc. (single spaced, 11 point font minimum - excluding charts and graphics). 2. All responses shall be submitted electronically (via e-mail) to Rachelle_Colon-Serna@ibc.doi.gov and NancyAnn_K_Tinnell@ibc.doi.gov. 3. Respondents shall provide the following information: a. Vendor background summary including, contractor name, headquarters location/address, DUNS, CAGE Code, point of contact information, e-mail, phone number, website address, any GSA schedule number(s), whether or not the vendor is included in OASIS Pool 1, the small business designation for all vendor NAICS codes, and any socio-economic classification. b. Tailored capability statements addressing the particulars of this effort as described in the Services paragraphs above, with appropriate documentation support claims of organizational and staff capability to perform the complete breadth of requirements. Detail how your company meets the facility and personnel security requirements as above. A statement that the Offeror understands, can, or will perform the listed functions without supporting information or narrative is inadequate. Paraphrasing the requirements outlined above or a part thereof is similarly inadequate, as are phrases such as standard procedures will be employed or well-known techniques will be used. Marketing/Advertising brochures alone are not sufficient documentation for demonstration of capabilities. c. If subcontracting or teaming arrangements are anticipated in order to deliver technical capability, organizations shall address the administrative and management structure of such arrangements (Prime/Sub, Prime/Sub as a Mentor/Protg, or Joint Venture), substantiate the teaming arrangement with documentation and identify the small business designation for the teaming partners NAICS codes and any socio-economic status, if applicable. d. If the described requirement were to be issued as a Small Business set aside, please discuss how your business would be capable of providing a proposal which complies with FAR 52.219-14, Limitations on Subcontracting, in which the prime contractor must demonstrate at least 50% of the cost of contract performance incurred for personnel shall be expended for employees of the concern. e. Provide documentation that exhibits evidence of your businesses financial stability. Also provide proof of an adequate accounting system. f. Past performance- Provide a list of previous contracts where similar support services were provided. Provide the dollar value, number of CFTEs, size of population supported, description of the scope of the effort (to include multi-disciplines) and the customer/Government Agency contact information where these services were provided including contact name and organization, telephone number, and email address. If CPARS are available for the contract referenced in the capability statement, please provide a copy with your capability submission. The Government will evaluate market information to ascertain potential market capacity to provide services consistent in scope described in this notice and otherwise anticipated. Mailed, facsimile and telephonic responses will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. The Government will not accept requests for meetings or briefings. No phone solicitations or emails with regards to the status of the RFP will be accepted prior to its release. Information and materials submitted in response to this notice will not be returned. Response Date No later than 07/16/2015 at 4:00pm EST. Responses received after this date and time will not be accepted.
