- The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Ametek, Inc. for the Solartron Analytical Modulab Electrochemical Test System for the Nanoelectronics Group at NIST, Gaithersburg, Maryland. The Nanoelectronics Group's Thin Film Electronics Project seeks to advance measurement science for accelerating development of higher energy density and safer emerging battery technologies. A versatile, sensitive and easy to use Electrochemical Test System is required to characterize emerging electronic materials relevant to charge storage. The Electrochemical Test System must have the capability to provide automated measurements of electrochemical oxidation and reduction processes, ion and electron transport, impedance over a broad frequency range and electrical bias conditions. The Electrochemical Test System will interface with specifically configured controlled environments test chamber. The system must be modular to accept additional interface units seamlessly to perform multiple measurements in parallel and allow for fast reconfiguration of measurements by multiple users. NIST's Nanoelectronics Group currently utilizes an identical Solartron Electrochemical Test System. Compatibility with existing systems software and hardware is essential for interoperability by allowing modules to be exchanged and measurements setups to be reconfigured at no additional cost and for allowing module exchanges during calibrations to limit research down time. Ametek is the owner and manufacturer or Solartron Modulab products. Ametek has proprietary technology in its modulab products. The Solartron Modulab is the only system capable of 100 percent compatibility and integration within the Nanoelectronics Group at NISt, Gaithersburg, Maryland. Delivery shall be FOB Destination, Gaithersburg, MD, and be completed in accordance with the Contractor's commercial schedule. The North American Industry Classification System (NAICS) code for this acquisition is 334516 and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 5:00 p.m. (EST) on July 14, 2015. Inquiries will only be accepted via email to melissa.schroeder@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
