Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is: W911QX-15-T-0185. This acquisition is issued as an Request for Quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through: Federal Acquisition Circular 2005-82, effective 08 June 2015. (iv) The associated NAICS code is: 333314. The small business size standard is 500 employees. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): The Government requires two (2) optical tables with active isolator legs and assorted optical components delivered to Aberdeen Proving Grounds (APG), Maryland which shall conform to all of the following minimum requirements: CLIN 0001: Two (2) Optical Tables with dimensions of 4 foot x 8 foot. Each table shall have a minimum thickness of 8 inches with a maximum thickness of 8.5 inches. Each table shall be equipped with four (4) active isolator legs of uniform height, so that the height of the table and legs is between 900-930 mm (35.43 inches minimum and 36.61 inches maximum) CLIN 0002: Two (2) Passive Isolation Frames with a height between 700-720 millimeters (27.5 - 28.3 inches). Each frame shall have dimensions of 2.5 feet x 3 feet for use with a breadboard of dimensions 30 inches by 36 inches. Each shall be able to support a minimum load of 550 lb. CLIN 0003: Two (2) Optical Breadboards with dimensions of 30 inch x 36 inch. Each shall have a minimum thickness of 2 inches and a maximum thickness of 2.5 inches. Each shall be equipped with 0.25 inch -20 Mounting Holes CLIN 0004: Ten (10) Fixed Optical Mirror Mounts for 1 inch Optics CLIN 0005: Ten (10) Fixed Optical Mirror Mounts for 0.5 inch Optics CLIN 0006: Twenty (20) Straight Mounting Bases, with dimensions of 2 inch x 3 inch x 0.375inch CLIN 0007: Twenty (20) Straight Mounting Bases, with dimensions of 1 inch x 2.3 inch x 0.375 inch CLIN 0008: Five (5) Post Holders for 0.5 inch optical posts. Each postholder shall have a height of 4 inches and include spring loaded hex-locking thumbscrews CLIN 0009: Twenty-five (25) Stainless steel optical posts of 4 inch height with 0.5 inch diameter. One 8-32 Tapped Hole on Top and One 0.25-20 Tapped Hole at Base CLIN 0010: Five (5) Post Holders for 0.5 inch optical posts. Each postholder shall have a height of 3 inches and include spring loaded hex-locking thumbscrews CLIN 0011: Twenty-five (25) Stainless steel optical posts of 3 inch height with 0.5 inch diameter. One 8-32 Tapped Hole on Top and One 0.25 inch-20 Tapped Hole at Base CLIN 0012: One (1) Stainless steel optical post of 1.5 inch diameter with length of 14 inches. 0.25 inch-20 Tapped Holes at Top and Base. CLIN 0013: One (1) Stainless steel optical post of 1.5 inch diameter with length of 10 inches. 0.25 inch-20 Tapped Holes at Top and Base. CLIN 0014: Two (2) Studded pedestal Base Adapters each with a 0.25 inch-20 threaded stud. Each adapter fits into the bottom of 1.5 inch diameter posts to convert them into pedestal-style mounts. Each adapter shall have an outer diameter of 1.85 inch CLIN 0015: Ten (10) Stainless steel optical posts of 2 inch height with 0.5 inch diameter. One 8-32 Tapped Hole on Top and One 0.25 inch-20 Tapped Hole at Base. CLIN 0016: Two (2) Stainless Steel Posts with 1 inch diameter and length of 4 inches. 8-32 Tapped Holes on both ends. CLIN 0017: Two (2) Stainless Steel Posts with 1 inch diameter and length of 3 inches. 8-32 Tapped Holes on both ends. CLIN 0018: Two (2) XYZ axis translation stage. 0.5 inch travel on all axis. Mounting Holes of 2-56 inch. CLIN 0019: Seven (7) Breadboard Mounting Plates for translation stages. Base plate with counterbored slots on either side that enable obstruction-free mounting of Translation Stages onto an optical breadboard. The translation stage must be able to be secured to the mounting plate using an 8-32 screw. CLIN 0020: Four (4) XY axis translation stage. 0.5 inch travel on all axis. Mounting Holes of 2-56 Inch. CLIN 0021: Two (2) X axis translation stage. 0.5 inch travel on axis. Mounting Holes of 2-56 Inch. (vi) Description of requirements: Optical tables and assorted optical mounts as stated above in section (v). (vii) Delivery is required: within eight (8) weeks After Receipt of Order (ARO). Delivery shall be made to US Army Research Laboratory, Aberdeen Proving Ground, MD 21005-5001. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: None (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and has the lowest evaluated price of all offers meeting or exceeding the acceptability standards for non-cost factors. The Contracting Officer determines that past performance need not be evaluated because the supplies being purchased are of a low complexity that past performance information would not make a substantial difference. The technical acceptability element of the evaluation will be a determination as to whether the proposed product meets the performance characteristics and specifications in the solicitation. The Technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the Government to determine whether the product meets the performance characteristics and specifications of the requirement. If the offeror proposes to modify a product so as to conform to the requirement of this solicitation, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications. Price will be evaluated based on the total proposed price, including options, (if any). (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations with its offer. (xi) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following addenda have been attached to this clause.
