Description
This is not a Request for Proposal (RFP) or a Request for Quotation (RFQ); it is strictly a Request for Information (RFI) as defined in Federal Acquisition Regulation (FAR) 15.201(e). NO SOLICITATION DOCUMENT EXISTS. This RFI is for planning purposes only and shall not be construed as a RFP or as an obligation on the part of the Government for follow-on acquisition. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI that is marked as proprietary will be handled accordingly. The U.S. Military Academy, Directorate of Contracting, West Point, N.Y. is seeking sources for the following work statement: The United States Military Academy Library (the Library) requires bibliographic records and transcriptions for manuscripts held by the Library's Manuscripts Collection in order to provide access to and control of the collection. The Library has a variety of existing records for part of the collection and needs to bring them to a common standard, Describing Archives: A Content Standard, Second Edition, 2013 (DACS). The Library began cataloging its manuscripts collections into machine readable format (MARC) using Anglo American Cataloguing Rules (AACR and later AACR2) in 1980. These records were added directly to the OCLC database and record cards were sent to the National Union Catalog of Manuscript Collections (NUCMC) for inclusion in their printed catalog. To date, we have approximately 1,100 records in this category. Subsequently, a project was undertaken to create brief records for manuscripts in ProCite, a standalone database. There is some duplication between the OCLC and ProCite records; but there are also some completely unique records in ProCite. To the degree that main entries are duplicated in OCLC and ProCite, there are often some unique elements in the ProCite records that do not appear in the OCLC records. Approximately 1108 records were locally produced in ProCite. Additional manuscripts accessions have not yet been cataloged in any format. Given the existing body of records, the work to be accomplished falls in four Tasks, to be performed in sequence. For all Tasks, the required output is a complete bibliographic record using DACS and applying the single-level data elements specified in Attachment A. All name entries will be verified in the OCLC authority file; any name entry not shown in the authority file will be constructed using the RDA: Resource Description and Access standard and applicable Library of Congress Policy Statements. All appropriate subject headings from the Library of Congress Subject Headings will be applied and verified in the OCLC authority file; each record must have at least one subject heading. Headings from a supplemental local thesaurus (to be provided by the Library) will be added as applicable. The vendor will act as the Library's agent to enter the bibliographic records into OCLC under the protocol outlined at http://www.oclc.org/worldcat/community/record-use/agents.en.html. The OCLC record numbers created or updated will be reported to the Library weekly. The Government is interested in providing an award of Base year Plus four Option Years.
