- 1. This notice ( quote mark Draft quote mark Solicitation) is being published, for market research purposes only. quote mark Draft quote mark Solicitation W91260-14-R-0003 is to support the Non-Standard Rotary Wing Aircraft (NSRWA) Project Management Office (PMO) Worldwide Training Support Services (WTSS) for Non-Standard Aircraft Systems. Non-Standard Aircraft Systems are defined as those systems not supported within the DoD standard logistics systems. Examples of non-standard aircraft include Mi-17, Mi-35, MD-530, MD-500, Bell 200/400 series, and other various aircraft. This acquisition is for training support services, training equipment and materiel procurement to support the NSRWA PMO requirements. This acquisition includes work performance at worldwide locations, both inside the Continental United States (CONUS) and Outside Continental United States (OCONUS). Projects may support any US Government entity, partner nations, and Foreign Military Sales (FMS) customers approved by PM NSRWA. The scope includes all services, supplies, materials, equipment, and manpower necessary to develop, implement and execute training at the apprentice, journeyman or master level for a variety of non-standard aircraft, aircraft systems, aircraft support systems and Training Aids, Devices, Simulators and Simulations (TADSS). The contractor shall provide the ability to resolve issues in coordination with the cognizant airworthiness or engineering authority as defined in each individual Task Order (TO). The Contractor could be required to conduct training in English and other languages. Training programs include, but limited to, maintenance, aircrew, aircraft support systems and training aids, devices, simulator, and simulations; new equipment; and sustainment training. 2. This is a quote mark Draft quote mark Request for Proposal (RFP), only. A solicitation is not being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award any contracts, nor does it restrict the Government to a particular approach. Any information provided by industry to the Government as a result of this quote mark Draft quote mark Solicitation is strictly voluntary. Responses will not be returned. No entitlements to payment of direct or indirect cost or charges to the Government will arise as a result of contractor submission of responses or the Government's use of such information. The information obtained from industries in response to this notice may be used in revising the quote mark Draft quote mark Solicitation. Vendors are reminded this quote mark Draft quote mark Solicitation could change before final issuance. If/when final solicitation is issued it is the vendor's responsibility to ensure understanding of the terms and conditions as identified in the final solicitation. 3. Document Access: The quote mark Draft quote mark RFP has been uploaded to FedBizOpps Sensitive/Secure Package folder of this announcement. If vendor was previously provided secure document access to support any previous notice, their privileges should still be valid. If a vendor requires electronic access, it is a two-step process as follows: 1) request must be made through FedBizOpps; and 2) email document access letter (Attachment entitled quote mark Secure Document Access Request quote mark found under the Additional documentation link) via email to jennifer.d.baker2.civ@mail.mil and theresa.m.coffenberry.civ@mail.mil. 4. The Government will be accepting questions/comments addressing solicitation requirements. Responses shall be received by Theresa Coffenberry, Contracting Officer (Theresa.m.coffenberry.civ@mail.mil and Jennifer Baker, Contract Specialist (Jennifer.d.baker2.civ@mai.mil) no later than 1400 Mountain Time, Tuesday, 13 July 2015. Vendor questions, to include Government responses, will be uploaded to FedBizOpps Sensitive/Secure Package folder of this announcement. 5. Additional information, as it becomes available, will be posted as well as amendments to this announcement and will be available for viewing on Army Single Face to Industry (ASFI) https://acquisition.army.mil/asfi.
