- THIS IS NOT A REQUEST FOR QUOTE: This is a special notice for a commercial item. The North American Industry Classification System (NAICS) Code for this acquisition is 334516 and the small business size standard is 500 employees or less. The USDA, Agriculture Research Service (ARS), Daniel K. Inouye, Pacific Basin Agricultural Research Center in Hilo, Hawaii intends to sole source to Applied Energy Devices, LLC. To design and construct a novel cabinet x-ray tube irradiator for treating phytosanitary treatment of fruit in boxes before export. Existing large-scale multipurpose facilities are designed to apply high doses but not capable of applying low-doses that are used for insect control in fresh commodities. This is the only x-ray tube technology developed to our knowledge that is suitable for in-line disinfestations treatment of packaged fresh produce and fruit of all sizes. The x-ray system runs on electricity and involves no radioactive material. We propose to construct and test a novel cabinet x-ray irradiator using a modified 4-Pi x-ray tube for in-line treatment of fruit in boxes for insect disinfestation quarantine treatment. The key 4-Pi x-ray tube is the key piece of equipment in this equipment. The 4-Pi x-ray rube is unique in that it emits radiation uniformly in all directions, allowing for efficient product treatment as it passes under than over the tubes. The USDA, Agriculture Research Service will be acquiring the following: 001: Two 4-Pi x-ray rubes with 4kW power supplies, cooling systems, high voltage cables. 002: Ion chamber with radiation dose probe 003: Radiation survey meter 004: Lead shielded radiation proof cabinet 005: Electrical and mechanical design and conveyor system 006: Two x-ray tube computer control system 007: Labor, Installation, and Shipping All interested parties are encouraged to provide information on their capabilities to meet this requirement. In order to be considered a potential source, interested parties must submit clear and convincing documentation demonstrating the capabilities to satisfy the requirement specified above and advantages of the Government to consider another source. The documentation shall include prices and descriptive literature containing sufficient technical documentation to establish a bona fide capability to meet this requirement. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this synopsis, the contracting officer may determine that a solicitation will be issued. If a solicitation is issued, no additional synopsis will be published. Any such solicitation will be issued to the intended schedule vendor and all firms that respond to this synopsis. If no affirmative written response is received by Tuesday, July 7, 2015, an award will be pursued with the company mentioned above.
