Description
RFQ ABL-15246 This is a combined synopsis/solicitation for services in which the government intends to award an order in accordance with FAR Part 13, Simplified Acquisitions Procedures. Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Alaska Fisheries Science Center, Auke Bay Laboratories has a requirement for a contractor to provide a vessel for five consecutive days sometime between January 4 and 16, 2016 for transportation to survey sites where scientists will use scuba to collect samples from 48 red tree coral colonies at the established study site in Tracy Arm (57 53.273° N, 133 19.000° W). Teams of 2-3 divers will work from a government provided small skiff (17' Boston Whaler) to accomplish this work. Up to four individual dive events will occur each day. The samples will be processed aboard the laboratories on the chartered vessel and will involve standard preparation techniques, microscopy, and preservation for shore-based laboratory analyses. The Contractor shall provide for all operating expenses of the vessel to include personnel, equipment, tools, materials, supervision, transportation, fuel, food, communications, internet (if applicable) and any other costs associated with providing the vessel in whole to the government for the specified number of chartered days. The minimum vessel general requirements for this charter consist of the following: Vessel and crew requirements under this charter shall be as follows: A. VESSEL REQUIREMENTS (REQUIRED) 1. Must have the ability to place the 17' Boston Whaler and outboards (total length ~19 feet) on the deck of the vessel. This requirement is to provide for safe passage through Taku Inlet during the winter months without major delay. Towing of the Boston Whaler is not an option. 2. Area on deck to hold a 17' long skiff with 115 hp outboard (approximately 1700 lbs. including gear) and a winch/boom system capable of launching and retrieving that skiff (total weight about 2000 pounds). 3. A protected area on deck such as a permanent or portable structure. The enclosed area must be at least 80 square feet and provide protection from all weather elements and must be equipped with lighting, electrical outlets, and at least temporary heating. 4. Dry storage area of at least 100 ft3 in the main house for holding scientific supplies. 5. An office desk area with 110/115 volt power outlets for data management (galley may substitute for this area). Government-supplied personal computers will be installed here for logging data. 6. Inside laboratory space of at least 50 square feet. 7. A minimum of 6 ft3 of freezer storage exclusive of space for ship's stores for stowing scientific samples and supplies. 8. Potable fresh water supply adequate for vessel and personal use for up to four scientific crew members for five days. 9. Clean and sanitary accommodations for crew and scientific field party (up to 4 scientists). Bunk areas shall contain at least one drawer or closet per occupant for storage of clothing and personal gear. 10. Clean mattresses with clean bedding and pillows and clean towels for the scientific field party. 11. Work spaces, berthing, and galley spaces shall be adequately ventilated and free from tobacco smoke. 12. A minimum of one head and one shower shall be available to the scientific field party. Soap, toilet paper, paper towels, and bath towels shall be provided by the vessel. 13. In an effort to reduce marine debris pollution, the Captain shall comply with waste management regulations as described in Section V of MARPOL. The vessel shall be required to have a storage facility, with or without a trash compactor to retain all refuse (except food and paper materials) or a means to incinerate this refuse so that it is not disposed of at sea. Reference Clause H.14 -Control of Plastic Discharges. 14. Area to store about six 5-gallon jugs of gasoline for the skiff. 15.Ability to cruise after dark to transport scientific crew between sampling sites. 16. VHF radios - two sets. 17. Radar with a minimum range of 39 km (24 miles). 18. Depth sounders: Color sounding unit operating at 28 kHz or lower plus a backup unit (50-200 kHz). Must have the ability to install through-hull a lower frequency unit furnished by the scientific party. 19. An emergency source of electrical power, independent of the main source of power. 20. 100% life saving equipment. 21. Stability letter or evidence that vessel stability has been evaluated by a qualified individual certified such as a licensed naval architect/marine engineer. 22. Certificate of documentation. 23. Certificate of inspection (vessel safety examination decal or USCG letter of inspection). 24. Low pressure fresh water deck hose for rinsing dive gear. 25. Space on the deck of the vessel for a 4' X 4' container to hold the corals in running seawater. Seawater source must be a minimum of 6 feet below sea level and. B. VESSEL REQUIREMENTS (DESIRED BUT NOT ESSENTIAL) 1. Washer and dryer for personal laundry. 2. Private accommodations for female scientists. 3. Two crewmembers with certified first aid or EMT (emergency medical technician) and CPR training and AED use. 4. Second crewmember qualified to skipper vessel. C. CREW REQUIREMENTS 1. The minimum crew shall consist of a Licensed Captain plus one crew. 2. The Captain shall have a minimum of 5 years experience as a captain in Southeast Alaska. 3. The Captain shall be competent in the use of modern navigation. 4. A crew-member with certified first aid or EMT (emergency medical technician) and CPR training and AED use. 5. Offerors shall indicate pertinent employment experience for each crew member for at least the past ten (10) years. Similar documentation will be submitted to the Contracting Officer's Technical Representative (COTR) for approval of all replacement personnel proposed for hire during the charter. A comprehensive list of additional crew, captain and other requirements are included in the Statement of Work within the solicitation package document. See attached statement of work for complete description of services. The proposed contract action is set aside for small business concerns. The NAICS code for this procurement is 483112 and the business size standard for this requirement is 500 employees. Any vendor desiring to be considered for award MUST be registered in the System for Award Management (SAM) using this NAICS code. Any resulting contract will be awarded as a firm-fixed price type contract. This announcement constitutes the only solicitation; quotations are being requested in this notice. This is a simplified acquisition with an estimated value of less than $150,000.00. All vendors doing business with the Government are required to be registered with the System for Award Management (SAM). NO award can be made unless the vendor is registered in SAM.
