- RFI FA2521-15-Q-B164 This Request for Information (RFI) is to obtain information regarding a phone system for the Patrick AFB, FL Command Post. The phone system will need to be able to manage all of the Command Post's phones and radios to include the CC Net, Ramp Net, and UHF/VHF radios from a single terminal. The system is a fully integrated Command and Control (C2) telecommunications console that supports all C2 functions and is used to patch callers to other numbers, set up Commanders' conference call, expedites Wing and Base level recalls, manages all contact in for the leadership of two Wings and interfaces with a separate system to record calls. Salient Characteristics: a. This is the defacto standard for Command and Control in use in over 100 US Air Force bases globally. Personnel transferring into and out of this Command Post will be familiar and trained on this system. b. The system must have an ability to store quick reference contact information for important key personnel, units, government authorities, and any other entity deemed necessary no fewer than 200 individual, easily updated, quick reference "Buttons". c. The system must interface with UHF, VHF, and other radios as required. d. System must carry a current USAF ATO and must be able to integrate telephone callers and radio callers in the same audio path. e. The system must have the capability to "call conference" and "call patch" with multiple parties. f. The system must be expandable in regards to the number of workstations. In other words, it should be easy to add additional "turrets" in the future should the mission dictate. g. Replace/upgrade current hardware/software with the following: • HiPath 4000 V5 to V6 upgrade • HiPath V6 Basic software for CSPCI •• HiPath Communications system with HiPath Trading (Console Software) to include high performance conferencing • DSCXL2 Dynamic Package CSPCI Upgrades V6 • APC UPS SURTA 3000XL 120v (power backups) • APC Smart-UPS RT 192V RM battery Pack • Push-to-talk (PTT handset and headsets replacement) x14 • ELO-15" Touch PC WIN7 (x7) • Standalone double loudspeaker • Dell System Manager Server for OSX with Win 2008 • Digital Voice Recorder with local playback and long term storage (i.e., ASC Marathon Evolite 16 Channel Recorder) • 1500 VA UPS for positions (x7) • 16 port network hub • PTT headsets, PTT handsets, •• Radio audio must be equally accessible via telephone handsets and headsets and overhead (or in furniture) speakers. h. Warranty/Technical support for 2 years with 3 Option years to include replacement of failed devices, on-site technical assistance with hardware/software, and other technical support as needed. i. Relocation of HiPath 4000 server from Bldg 603 to primary Command Post in Bldg 423. This RFI is only for receiving comments. No Request for Quotations (RFQ) exists, therefore, do not request a copy of the RFQ. Patrick AFB is not required to use e-Buy for any resulting RFQ. Responses to this RFI are not quotes on which the Government can issue any schedule orders. This RFI is issued for information and planning purposes only and does not itself constitute a RFQ. The Government does not intend to award a Schedule order(s) or BPAs based only on responses to this RFI. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Responses to the RFI will not be returned. Responders are solely responsible for all expenses associated with responding to this RFI. The Government will not pay for information received in response to this RFI. Specifications provided for possible equipment would be appreciated. Please state what the equipment is/is not compatible with the specifications provided. There is no commitment by the Government to issue an RFQ, make an award or awards, or to be responsible for any monies expended by industry responses to this RFI.
