- Government Market Research with attached Requirements and Specifications sheets Single Source Justification Combined Synopsis/Solicitation •(i) This is a combined synopsis/solicitation for the acquisition of commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this announcement. This announcement constitutes the only solicitation; a written solicitation will not be issued. •(ii) Solicitation Number: FA8201-15-R-HAND-HELD-SPECTRUM-ANALYZER This solicitation is issued as a request for quotation (RFQ). •(iii) This solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2005-71. •(iv) Contracting Officer's Business Size Selection: Single Source - Large Business NAICS Code: 334515 Size Standard: 500 CLIN 0001 - 9 GHZ Field Fox Microwave Analyzer; Model # N9915A; with modules/configurations 010, 208, 210, 211, 233, 235, 236, 238, 302, 308, 330; and Power Sensor attachment U2021XA; QTY: 1 each (Manufacturer: Keysight Technologies); product condition shall be new (not used or refurbished)* TOTAL QUANTITY: 1 each * In the event additonal multi-functional hand-held microwave/spectrum analyzers exist in the market place that the government is unaware of; if they fully meet the specifications and requirements is identified under attachments to this COMBO; offerors of such analyzers are encouraged to submit their offer in response to this Solicitation. •(v) Description of item(s) to be acquired: The successful offeror shall provide the requested product(s) to the 84 th RADES/SCZD with modules and attachments as stated above; which conform to the requirements and specifications sheets attached hereto. Dates and Place of Delivery: Delivery is to be completed within 5 weeks After Date of Contract (ADC). Early delivery, at no additional costs to the government, is acceptable and encouraged. FOB to be 'Destination'. •(vi) T he provision at 52.212-1, Instructions to Offeror(s) -- Commercial, applies to this acquisition. Offers are due by 1530 MST, 15 July, 2015 via electronic mail to jerry.meakin@us.af.mil. •(vii) 52.212-2: Evaluation -- Commercial Items (a) The Government will award a contract resulting from this solicitation to the responsible, responsive offeror whose offer, conforming to this solicitation, is the most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) price; (ii) technical capability of the item offered to meet the Government requirement; (b) Evaluation is on Lowest Price Technically Acceptable (LPTA) basis. All offers will be evaluated on their proposed Total Price. The contract will be awarded to the company with lowest price, which also fully meets all specifications.. Only the lowest priced proposal will be evaluated for technical acceptability (to be based on the specifications). The next lowest offer will only be evaluated if the aforementioned offer is not found technically acceptable (and so on). Only one award will be made under this solicitation. Award will be conducted under the provisions of FAR Part 12, Commercial Items, and FAR 13, Simplified Acquisition Procedures. Submit only written offers; oral offers will not be accepted. All firms or individuals responding must be registered with the System for Award Management (SAM). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
