- Combined Instructions to Offerors and Evaluation Criteria Statement of Work - Attachment 2 Applicable Clauses - Attadhment 1 Brief Description of Need: • Seventy-five (75) regular parking spaces and one (1) handicapped parking space in a secured parking facility within one (1) block of 1010 Walnut Street, Kansas City, Missouri 64106. • Key cards for access to the facility (including after-hours and weekends). • Operation and management of parking. • All necessary items and personnel for regular and continued operation of the parking facilities. • From July 28, 2015 to July 27, 2016, with the option to extend the period of performance in one year increments through July 27, 2020. Detailed Description of Need: The U.S. Department of Education (Department), Office of Management (OM), Management Services, Transportation Services Division has a parking requirement for seventy-five (75) regular, non-stacked spaces and one (1) handicapped non-stacked space within one (1) block of 1010 Walnut Street, Kansas City, Missouri, for the Office of Communication and Outreach (OCO), Office for Civil Rights (OCR), Office of Inspector General (OIG) and Federal Student Aid (FSA) employees who work in the building. The Contractor shall operate and manage the parking in accordance with the operating procedures set forth herein and in accordance with the Americans with Disabilities Act Accessibility Guidelines (ADAAG). The Contractor shall furnish all that is required to operate the parking facility efficiently (e.g., personnel, personnel uniforms, personnel training, any pertinent signage, parking, supervision, insurance, maintenance of grounds) to allow the Department employees to access parking on a regular basis. The Contractor shall provide: 1. A non-valeted parking facility that allows for self-parking where the employee may park independently 2. 24-hour key cards that permit access to the parking facility 3. Secured facility that maximizes the employee's ability to safeguard Personally Identifiable Information (PII) 4. Covered parking garage structure to protect the Department's employees' vehicles from potential environmental damage or vandalism 5. Daily management of the parking facility to ensure that operations are handled within contractual guidelines of the specific location, fostering good customer relations and promoting a professional image 6. Courteously assist customers by answering general questions 7. Report any known accidents, observed or suspected violations, safety hazards or any unusual occurrence to the Contracting Officer's Representative (COR) 8. Comply with all Federal, state, municipal, local laws, executive orders, applicable rules, orders, regulations, or requirements related to parking facilities 9. Not smoke in or around the parking facility. The Contractor shall not expose Department employees to tobacco smoke 10. Prohibit the use of electronic equipment, e.g., radio, IPOD or MP3 device, etc. to maintain professionalism Period of Performance: July 28, 2015 through July 27, 2016 (Base Period/CLIN 0001) July 28, 2016 through July 27, 2017 (Option Period 1/CLIN 0002) July 28, 2017 through July 27, 2018 (Option Period 2/CLIN 0003) July 28, 2018 through July 27, 2019 (Option Period 3/CLIN 0004) July 28, 2019 through July 27, 2020 (Option Period 4/CLIN 0005) Instructions for Submitting Quotes: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Department anticipates awarding a firm-fixed-price contract to secure the parking. Quotes should provide a separate price for each of the periods of performance listed above. Include the solicitation number (ED-OOM-15-Q-0024), your company name and point of contact, address, phone number, email, tax identification number, DUNS number, and business size status (e.g., Other than Small, 8(a), Small Disadvantaged Business, HUBZone, Woman Owned Small Business, etc.). Offers must be valid for 45 calendar days from the closing date of this announcement. In addition, offerors must include a completed copy of FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, and 3452.209-70, Conflict of Interest Certification. Both of these documents can be found in the attached clauses. Offerors must identify key personnel and contract administrators and must provide a conflict of interest plan. Quotes must be submitted to Kelsey.Reese@ed.gov and Desandre.Woodard@ed.gov. Quotes must be received by July 10, 2015 at 2:00 p.m. EDT.
