Description
List of current IDIQ holders The Program Support Center (PSC), along with the Assistant Secretary for Planning and Evaluation (ASPE) within the Department of Health and Human Services intend to extend the current twelve (12) ASPE IDIQ Contracts six (6) months on a sole source basis under the authority of FAR 6.302-1. ASPE, currently uses Indefinite-Delivery, Indefinite-Quantity (IDIQ) Contracts to increase the number of Contractors and resources available to provide required services, and to enhance our ability to produce quick turnaround and "real time" information. These IDIQs provide a streamlined approach to acquisitions. The current ASPE IDIQs are comprised of 12 IDIQs that were competed in 2010 and cover a broad scope of work including policy development and analysis; demonstration and evaluation design; program assessment and evaluation; and data infrastructure development and modeling which may be necessary to complete a particular project. The IDIQs are heavily used by ASPE and are needed to meet requirements for the fourth quarter of FY 2015 and the very beginning of FY2016. They currently expire August 1, 2015. Twelve contractors currently hold IDIQs and PSC is actively working on the re-compete. It would not be cost feasible or efficient to try to bring in outside contractors for the six months that these IDIQs are needed. No solicitation document is available. All responsible sources that have the requisite qualifications to perform the work described above may submit a statement of capabilities electronically to Shanelle Jackson at Shanelle.Jackson@psc.hhs.gov. Responses are due by July 15, 2015 by 12:00 pm ET. Responses will not be accepted after the due date. If no capability statements are received which specifically demonstrate the ability to perform the requirements above, the Government shall proceed with negotiating a sole source modification to the current twelve IDIQ contract holders.
