Description
Description: The US Department of Transportation, National Highway Traffic Safety Administration’s (USDOT/NHTSA) Office of Behavioral Safety Research (OBSR) conducts research and evaluation projects related to behaviors and attitudes in highway safety issues. Child restraint systems are effective at reducing the risk of injury during motor vehicle crashes. In 1998, NHTSA implemented a program for training and certifying child passenger safety technicians (CPSTs). Presently, Safe Kids Worldwide hosts Child Car Seat Inspection Stations nationwide which provide parents and caregivers an opportunity to receive one-on-one instruction regarding proper use and installation of child restraints from a certified CPST. Unfortunately, this resource seems to be underutilized. In fact, unpublished results from a recent NHTSA study show that approximately 9 percent of parents/caregivers interviewed reported having visited an inspection station. At present, it is unclear what obstructs and what encourages use of this resource. One potential barrier is parent/caregiver overconfidence such that overconfident parents and caregivers do not recognize the need to visit an inspection station or CPST [1]. In addition, lack of awareness and availability (e.g., distance, long waiting lists for appointments) may be barriers to the use of CPST/inspection stations. The objective of this study is to evaluate these barriers and determine what the reasons are for a low attendance rate. Given that research has shown hands-on instruction is effective for reducing installation errors [2], it is reasonable to postulate that increasing CPST/inspection station use will translate to a reduction in CRS misuse. Ultimately, reducing misuse would increase the protective value of CRSs and reduce injuries and fatalities. Thus, determining what prevents parents/caregivers from using an inspection station will inform strategies to promote use of them. The overall objectives of this contract are to: 1. To estimate the degree of awareness parents/caregivers have of CPST/inspection stations. 2. To determine the relationships between parent/caregiver confidence, risk perception, and the intent to visit an inspection station. 3. To identify additional barriers to use of inspection stations. NHTSA seeks a Contractor to aid in development of survey items, a sampling plan, and recruitment strategies to address the objectives of the project. This acquisition is being offered for full and open competition. The NAICS Code for the anticipated contract is 541720. Contractors must be registered in the Systems for Award Management Database located at http://www.sams.gov, and must complete electronic representations and certification on the ORCA database located at http://orca.bpn.gov to be considered for contract award. It is the Government’s intent to award a Cost plus Fixed-Fee type contract resulting from the solicitation, with or without discussions, to the responsible offeror whose proposal, conforming to the solicitation, is most advantageous to the Government based on the evaluation factors contained in the solicitation. It is the Offeror’s responsibility to monitor the FedBizOpps Internet site for the release of the solicitation and amendments (if any). Potential Offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Requests for paper copies of the RFP will not be accepted. The estimated date for release of the solicitation is on or about April 20, 2015. Period of Performance: Base period of thirty-six (36) months. Contract Award: The anticipated award date for the resultant contract is expected to be on or about September 2015.
