Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with MKS Instruments, Inc. Andover, MA for MKS Spinning Rotor Gauge (SRG) Controller: MKS SRG-3CE and MKS Sensing Head for the Thermodynamic Metrology Group at NIST, Gaithersburg, Maryland. The Thermodynamic Metrology Group's Vacuum Project operates the calibrations services: Spinning Rotor Gauges (30029C-30032S). In this service, spinning rotor gauges are used as check standards and controllers and sensing heads are used to operate customer gauges during calibration. In addition spinning rotor gauges are used to measure outgassing of UHV and XHV systems since they do not contribute significantly to the outgassing of the apparatus. NIST's Thermodynamic Metrology Group currently owns and utilizes Spinning Rotor Gauge and Controllers that are ONLY Compatible with MKS SRG-3CE and MKS Sensing Head. MKS Instrument, Inc. is the sole manufacturer and distributor of MKS SRG-3CE and MKS Sensing Head in the United States. MKS Instruments, Inc. has proprietary technology and their control system is the sole system capable of 100 percent compatibility and integration of the existing Spinning Rotor Gauges at NIST, Gaithersburg, Maryland. Delivery shall be FOB Destination, Gaithersburg, MD, and be completed in accordance with the Contractor's commercial schedule. The North American Industry Classification System (NAICS) code for this acquisition is 334513 and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 5:00 p.m. (EST) on July 14, 2015. Inquiries will only be accepted via email to melissa.schroeder@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
